Job Title: Monitoring, Evaluation, & Learning Manager (MEL Manager)

Department/Location: MERL/ Aden – Yemen

Reports To: DCOP

Supervise: MEL Specialists and Coordination Officer

Type: Regular Full-Time

Classification: Exempt

Overview: IBTCI is seeking an experienced MEL Manager to support the Yemen Monitoring, Evaluation, and Learning Project (YMELP II), a USAID third-party monitoring (TPM), and verification contract. The purpose of this contract is to monitor USAID humanitarian assistance and verify and provide independent confirmation of humanitarian aid programs in Yemen.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Assist the DCOP in ensuring the quality of the monitoring reports and the smoothness of the monitoring process.
  • Review the monitoring reports before sharing with the DCOP.
  • Assign reports for reviewing among the MELs Specialists.
  • Jointly plan the monitoring visit plan with the Coordination Officer.
  • Engage in preparing training materials for monitors, protocols, monitoring tools, and reporting templates.
  • Jointly with MELs prepare debriefing reports to IPs.
  • Participate jointly with MELs in visiting IP organizations (roundtable discussions).
  • Facilitate the implementation of DQAs and Evaluations as appropriate.
  • Oversee the technical quality and smoothness of the process of the output of the subcontracting firms.
  • Engage with the subcontracting firms to ensure the quality of the monitoring reports and the smoothness of the monitoring process.
  • Engage in feedback sessions to build the capacity of MELs, and sub-contracting firms.
  • Manage, support, and build the capacity of MELS.
  • Assist in the preparation of key deliverables such as the monthly monitoring reports, presentations, and annual reports.
  • Perform other duties and tasks as directed by the DCOP and the COP.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • Ten years of working experience in monitoring and evaluation; preferably in Yemen.
  • Having experience in supervising teams or subordinates.
  • Having analytical skills and the ability to use analysis software for qualitative and quantitative data.
  • Demonstrated communication and organizational skills;
  • Ability to work well in unstable and frequently changing security environments;
  • Proven ability to work creatively and independently both in the field and in the office;
  • Proficiency in written and spoken English;

Education: Bachelor of Arts in a relevant field.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in Aden, Yemen.
