Chemonics
Chemonics seeks technical experts for the anticipated USAID-funded Safeguarding Moldova’s Digital Transformation. The purpose is to support the safeguarding of Moldova’s digital ecosystem in order to strengthen the protection of human rights, particularly of vulnerable groups and enhance the involvement of civil society in decision-making processes at all levels. The technical experts will be based in Chisinau, Moldova.
We are seeking mid- and senior-level technical specialists in the following areas:
- Protection and strengthening of Human Rights, particularly of vulnerable groups
- Institutional capacity building in digital literacy
- International and EU regulatory frameworks that govern or impact the development, use, and deployment of data
- Compliance with Global Data Protection Regulation (GDPR)
- Safeguards that prevent the misuse of personal data, including impact assessments for public service platforms and other types of digital infrastructure and systems that facilitate data collection, exchange, and storage
- Capacity building of civil society organizations to enhance oversight of the digital space
- Multisectoral platforms, including the private sector, to enhance alignment and implementation of EU standards
- Cybersecurity
- Artificial intelligence, blockchain and other emerging technologies
- Legislature and public administration
Qualifications
- Bachelor’s degree in a related field required. An advanced degree is preferred.
- At least five years of demonstrated technical expertise and experience designing and managing programming in one or more of the technical areas outlined above is required.
- Experience working on USAID–funded activities is preferred.
- Demonstrated leadership, versatility, and integrity.
- Written and verbal fluency in English and Romanian required. Fluency in Russian a plus.
