Chemonics

Chemonics seeks a Chief of Party for the anticipated USAID-funded Safeguarding Moldova’s Digital Transformation. The purpose is to support the safeguarding of Moldova’s digital ecosystem in order to strengthen the protection of human rights, particularly of vulnerable groups and enhance the involvement of civil society in decision-making processes at all levels. The Chief of Party will be based in Moldova.

Responsibilities:

  • Provide overall direction, leadership, and management of the project to ensure seamless program implementation and ensure project technical assistance is high quality, technically sound, and appropriate.
  • Ensure quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to match USAID requirements.
  • Oversee strategic work planning, performance management, strategic communications, contractual and budgetary aspects of program management, and timely preparation of the annual implementation plan.
  • Serve as the primary point of contact for the client, manage productive working relations with relevant government counterparts and entities, and maintain effective coordination with other donor and international organizations’ activities and programs.
  • Establish an inclusive office environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Supervise technical and administrative project staff, consultants, and partner organizations to achieve expected results.
  • Ensure compliance with USAID, U.S. government, and local laws, regulations, policies, and procedures.

Qualifications:

  • University degree (bachelor’s or higher) in human rights, digital development, governance, institutional capacity building, international development, or a related field.
  • Minimum of seven years of experience successfully implementing donor-funded development activities, with preference given to implementing activities related to:
  • International and EU regulatory frameworks that govern or impact the development, use, and deployment of data.
    • Legal and regulatory frameworks related to technology, digital platforms, data privacy and protection, cybersecurity, human rights protections, and/or information.
      • Promotion of rights-respecting technology and business models.
      • Human rights monitoring, advocacy, and reporting.
  • Civic engagement, including public information campaigns, to increase advocacy and community mobilization.
  • Multisectoral platforms, including the private sector, to enhance alignment and implementation of EU standards.
  • Prior experience in managing international donor programs in Moldova and Central and Eastern Europe preferred, but not required.
  • Experience with digital governance is highly desirable.
  • A demonstrated track record of building and effectively managing a strong team.
  • Ability to conduct or oversee planning, implementation, monitoring, and adaptive management of the project strategy and interventions in response to changing contexts and conditions, in close coordination with USAID and government counterparts.
  • Proven record of overseeing diverse teams, building team skills, and fostering collaboration with diverse stakeholders to achieve project goals, meet project milestones, and produce quality results.
  • Strong interpersonal, analytical, and problem-solving skills, and exceptional oral and written communication skills.
  • Fluency in English with excellent oral and written communication skills required. Fluency in Romanian/Russian is a plus.
