Nathan currently implements the Millennium Challenge Corporation (MCC) Gender and Social Inclusion (GSI) Energy Sector Consulting Services contract. Under this contract, Nathan provides technical support and advisory services to MCC in integrating gender, social inclusion, and poverty reduction considerations into the development and implementation of energy projects under MCC compacts and threshold programs. Nathan also holds the MCC GSI Blanket Purchase Agreement (BPA), under which Nathan has been selected to bid on a range of GSI due diligence, support, and oversight activities throughout MCC’s processes and across sectors.

Job Description:

Nathan is seeking qualified Team Leaders for the anticipated Gender and Social Inclusion (GSI) Energy Sector Call Order under the MCC GSI BPA, specifically for demand-driven roles on country-teams supporting the Gambia, Sierra Leone, Zambia, and Belize. Expected areas of focus include, but are not limited to:

  • Governance, institutional strengthening, and capacity building;
  • Infrastructure investments along the entire energy supply and distribution chain;
  • Increased supply of lower cost and lower carbon electricity;
  • Access, affordability, and productive use of electricity;

The Team Leader will lead the activity’s strategy and implementation; be responsible for activity performance, management, and execution; and serve as the principal contact point for MCC. S/he will oversee the project—both technical and managerial—and supervise all project personnel. The Team Leader will provide activity planning, oversight, leadership, and coordination and build and maintain strong client, partner, stakeholder, and team relations.

KEY RESPOSIBILITIES:

  • Directly responsible for the overall project management, formulating strategy and designing and directing activities aimed at achieving the project’s goals and maximizing impact,
  • Oversees and executes stakeholder engagement and partner relationships
  • Provides direct oversight of the field staff, assigns tasks, manages workloads, conducts performance evaluations, and fosters a positive and productive work environment for team members
  • Drafts, reviews and/or approves all key deliverables, work plans, MEL, and quarterly and annual reports
  • Contributes on-demand professional advice and experience related to ensuring social and gender inclusion in energy sector planning, reform, regulatory and policy environments, and other projects and processes

Qualifications:

  • Master’s degree in economics, business, energy or relevant subject matter
  • 10 years of experience working in the energy sector including working on GSI issues within the sector
  • Prior experience in team leadership positions overseeing similar task orders or multi-country contracts
  • Experience managing MCC-funded programs or similar donors to deliver quality technical results

Preferred Qualifications

  • Demonstrated experience guiding and undertaking technical analysis and integration of social inclusion and gender issues in project designs, assessments, management plans, studies, and in procurement and contract documents.
  • Work experience and demonstrated expertise in strengthening energy-related legal and regulatory environments, energy-related policy and planning environments, infrastructure investments in power system operation and reliability, environmental and social impact assessments of energy projects, electricity access and affordability, women’s participation in employment and decision-making in the power sector, energy entrepreneurship, productive use of electricity, and/or lower carbon electricity supplies—with significant experience addressing these issues from a gender and/or social inclusion perspective.
  • Expertise in social and gender analysis of the role, function, and capacity of energy utilities, regulators, and other institutions.
  • Experience in inclusive stakeholder engagement.
  • Country-specific or relevant regional experience in the Gambia, Sierra Leone, Zambia, and/or Belize.
  • Expertise in economics, social and cultural analysis, engineering, and/or other relevant disciplines.
  • Ability to work in teams with different technical experts (including economists, engineers, environmental and social safeguards specialists, and relevant sector experts), government officials, non-governmental organizations (NGOs), community organizations, and other stakeholders.
