POSITION SUMMARY:

Reporting to the Director of Accounting and Financial Services, the Deputy Director of Financial Services will be responsible for supporting all accounting and audit functions and for complying with all reporting requirements, internal and external. S/He will provide support to and coordination with program and administrative managers with the focus on the international operations of the organization (field offices and sub-recipient organizations). This position will lend support to all the special projects as directed by the CFO and Director of Accounting and Financial Services.

PRINCIPAL RESPONSIBILITIES:

  • Provide day-to-day assistance to the Director of Accounting and Financial Services on a wide range of accounting and financial matters, with a focus on the field offices.
  • In coordination with the CFO and Director of Accounting and Financial Services, review country specific financial management policies, accounting handbooks and operational procedures; ensure they are in line with the organizational policies and procedures, update, and revise when necessary. Provide training to financial managers in the field offices on policies and procedures.
  • Serves as financial management and administrative Compliance coordinator for the field offices.
  • In conjunction with the CFO and Director of Accounting and Financial Services, responsible for implementing internal control procedures and fraud protection programs in the field.
  • Oversee Global Operations Finance team at HQ.
  • Implement accounting system NetSuite in the field offices. Provide NetSuite training to the accounting personnel in the field.
  • Implement automated operational systems and applications in the field, such as timekeeping system, expense tracking and reporting system, invoice creating system, etc.
  • Develop and implement the annual budget for overseas operations, including projections of direct expenses, labor cost, administrative and general expenses, burn rate and pipeline analysis. Provides input into he overall organizational budget and assists with NICRA calculations.
  • Lead the monthly closing processes in the field.
    • Coordinate with the CFO and Director of Accounting and Financial Services the closing guidelines and timeframe.
    • Provide assistance in generating the high-quality financial statements.
    • Prepare supporting accounting schedules and perform periodic clean-ups of the general ledger.
  • Assist in analyzing the General Ledger and subsidiary ledgers; oversee all the entries and imports into the accounting software.
  • Oversee and coordinate with all department the preparation of cash projections and monitor cash position monthly.
  • Assist with the annual Audit. Coordinate preparations to the annual financial audit.
  • Provide input into the preparation of IRS 990 form.
  • Field Office Support
    • Monitor and oversee as necessary performance of the accounting personnel assigned to programs overseas.
    • Closely coordinate with administrative and technical personnel in the field and headquarters.
    • Provide guidance and on-going training to financial personnel located in the field offices.
    • Lead and perform monthly bank reconciliations.
    • Lead the process of generating and reconciling grant reports monthly.
    • Conduct periodic site visits to the field office and sub-grantees and other implementing partners to perform desk reviews, assist with audits, and to provide training.
    • Perform financial analyses, compare budgets to actuals, evaluate labor cost, and monitor exchange rate fluctuations on a periodic basis.
  • Provide backstop to the Director of Accounting and Financial Services during his/her absence.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • BS in Accounting or International Affairs or related field, required.
  • Minimum 10 years work experience in nonprofit accounting with the working knowledge of GAAP is required.
  • Minimum 7 years supervisory experience is required.
  • Minimum 3 years field based finance support with an international NGO
  • CPA or equivalent required
  • Financial system experience required, Netsuite experience preferred
  • Experience with NGO annual audits is required.
  • Experience with Federal agencies desk reviews is required.
  • Knowledge and practical application of Uniform Guidance (2 CFR 200) Cost Principles is required.
  • Excellent analytical and communication skills.
  • Ability to lead, mentor and develop the financial personnel, including senior professionals on the team.
  • Fluent in English and 2nd language, required (preference for French or Portuguese)
  • Extensive computer systems experience.
  • High integrity and loyalty.
