Team Lead & Senior Education Expert, World Bank/Ministry of Education (MoE) of El Salvador, MEL Capacity Development and Technical Advisory Services to the MoE, Local or Remote

Objective:
SI is working towards a contract with the Global Partnership for Education (GPE) and the World Bank to provide research and technical assistance to the Ministry of Education (MoE) of El Salvador. The team who will carry out this contract will gather, analyze, and share available research and data with MOE and GPE officials, and based on the analysis, will subsequently develop and design MEL strategies to support the Education Sector Plan.
Position Description:
SI is seeking a consultant to serve as a Team Lead and Senior Education Expert for this activity. The TL will lead the gathering, analyzing, and sharing knowledge and information with government and international officials, creating and testing monitoring and evaluation tools, conducting data collection activities, conducting qualitative and quantitative analysis, writing field notes and reports, designing and implementing information curation tools and further technical assistance for MOE. The candidate must demonstrate a professional familiarity with the Global Partnership for Education, the El Salvador education system, the MOE and its leadership, and their history, policies, and current challenges.
This is a short-term consultancy with an estimated level of effort (LOE) of 15 days, and a tentative period of performance from September 2023 till April 2024.

Responsibilities:
- Ensure all contractual deliverables are produced and submitted by agreed upon deadlines.
- Manage the technical work of one team member, a local education expert, assign tasks, conduct quality assurance.
- Lead the production of a design report detailing the methods and work plan of the services to be rendered.
- Gather, analyze, and share knowledge and information with government and international officials.
- Create and test research tools.
- Conduct literature reviews, in-person and remote interviews, and focus group discussions.
- Conduct qualitative and quantitative analysis.
- Write field notes, reports, and other documents.
- Produce information curation tools such as data visualizations, dashboards, and other web-enabled tools.
- Participate in up to two in-person research trips to El Salvador (if remote).
- Design and implement further technical assistance to the MoE and GPE.
Qualifications:
- Postgraduate qualification in Government, Public Policy, International Relations, Education, Qualitative or Quantitative Research, or another relevant field.
- Minimum of 10 years’ experience conducting social science research in El Salvador, with a preferred focus on education and equity.
- Intimate knowledge of the El Salvador education system, and the MOE, its structure, leadership, and bureaucratic systems.
- Experience designing, leading, and conducting qualitative or quantitative analysis of education data.
- Experience working for or with the World Bank, GPE, or MOE.
- Any previous work experience with the World Bank must be disclosed.
- Fluency in Spanish required (reading, writing, spoken).
- Written and oral fluency in English required.
