Medical Teams International is in the process of establishing a global emergency roster to build a pool of experienced and qualified candidates.

Candidates applying to this position are indicating that they are interested in being considered for the Medical Teams International standby deployable roster for emergency response. Humanitarian professionals on the roster will have a demonstrated background in emergency response and complex humanitarian programming who are able to deploy on short notice for periods of up to 3-6 months. This position will not be compensated unless the roster member is deployed to a humanitarian response.

Recruitment to join the Surge Roster at Medical Teams International includes: criminal records background checks, references, and COVID-19 vaccinations. Additional required vaccinations, licensures, and a passport with expiry date in excess of one year are required for eligibility on the Roster.

Surge Roster – Emergency Response Lead

JOB SUMMARY

Responsible for leading the scale-up and implementation of Medical Teams International humanitarian responses. This position will oversee program design, development, and strategy in coordination with the Humanitarian Response Team leadership.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Oversee scale-up of program startup of health services and establishment of HR, Finance, IT and Logs support functions and staff according to best practice and the Medical Teams Field Operations Manual.
  • Ensure humanitarian needs and context are regularly analyzed and approach adapted in consultation with Humanitarian Response Team Director and Health Advisor.
  • Lead on liaising with donors to identify funding and submit proposals.
  • Oversee establishment of new health response through negotiation with local authorities (MoH, local government and coordination entities and other NGOs), design of org charts, hiring and training of new staff and begin implementation activities as a part of direct health services, health systems strengthening or community systems strengthening.
  • Establish strong partnership relationships with other NGOs and local partners.
  • Provide bi-weekly sitreps to headquarters and input into weekly HQ Response Management meetings.
  • Ensure that beneficiary tracking platforms and accountability mechanisms are established.
  • Collaborate with response leadership to monitor work plans, identify, and complete other relevant response startup tasks.
  • Provides up to date org charts, budgets that support a relevant and effective health response strategy that is institutionally funded.
  • Build a strong team culture of Accountability, Tenacity, Courage, and solidarity with the Ukrainian people to break barriers to health across the Ukraine regional crisis.
  • Lead team and motivate and coordinate the local team through regular team meetings, work plans, and assignments.
  • Strong reputation of engagement within the humanitarian community through coordination mechanisms and leadership on response wide issues.
  • Ensure accountability is integrated into country strategies, program design, monitoring and evaluations, recruitment, staff onboarding, trainings and performance management, partnership agreements, and highlighted in reporting.
  • Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.

Other Duties:

  • Utilize volunteers when appropriate.
  • Additional duties as assigned.

Qualifications

EDUCATION, LICENSES, & CERTIFICATIONS

Required:

  • Bachelors Degree in a health-related field, international development, or other related field.
  • Completed HEAT Course
  • Valid Passport

Preferred:

  • Masters or other professional health degree such as MPH, or relevant experience managing public health projects, but not required.

EXPERIENCE

  • Experience managing multi-sectoral and/or health interventions.
  • Minimum six years experience with an international NGO and minimum 3 years in leadership roles.

KNOWLEDGE, SKILLS & ABILITIES

Substantive Knowledge:

  • Demonstrable understanding of, and commitment to, humanitarian principles, and humanitarian response work.
  • Knowledge of humanitarian donor interests and requirements. Knowledge of grant management with UNHCR, PRM, BHA, CBPF, ECHO, and UNICEF preferred.
  • Knowledge of how to facilitate project identification, design, quality, and monitoring and evaluation of humanitarian activities.
  • Knowledge of capacity building and developing new response local staff teams.
  • Ability to work with and coordinate with local authorities, the UN, donors, INGOs, local partners, and other stakeholders.
  • Sophisticated knowledge of cultures and norms to operate effectively in host communities and how best to work in local contexts.
  • Demonstrated experience in overseeing the establishment of support functions in NGO field office startups or scale-ups.
  • Demonstrated experience in managing country level security.
  • Demonstrable understanding of, and commitment to child protection standards and the prevention of sexual abuse and exploitation (PSEA).
  • Demonstrable understanding of, and commitment to, equal opportunities for gender and diversity.
