The Nepal Health Sector Support Programme 3 (NHSSP 3) had begun in March 2017 as the technical assistance (TA) component of FCDO’s Nepal Health Sector Programme 3 (NHSP3), and included two TA components, the General Health Technical Assistance (GHTA) to support the federal MoHP to deliver its Health Sector Strategy 2015-2022; and the Retrofitting and Health Infrastructure TA (RHITA) to MoHP and Department of Urban Development and Building Construction (DUDBC) to support the retrofitting and rehabilitation of two priority hospitals in earthquake affected areas.

A no-cost extension for the programme was confirmed recently, to provide support for completion of retrofitting of the two public hospitals, and to enable essential components of health reform in the context of federalism. The no-cost extension is referred to as RHITA+ reflecting this dual purpose and will be delivered by Options.

Options Consultancy Services seeks to hire a Structural Engineer to work closely with the Department of Urban Development and Building Construction (DUDBC) under the supervision of the Health Infrastructure Lead.

Responsibilities:

The Structural Engineer will:

  • Support to RHITA+ team and DUDBC counterparts in the production and adoption of codes, guidelines and standards on building earthquake resilience into MoHP and DUDBC health infrastructure practice and programmes.
  • Support DUDBC counterparts in understanding and adopting the earthquake resilience measures as part of the RHITA+ Capacity Enhancement and Policy Development programmes, and participate in training events and capacity enhancement activities as required
  • Participate as an active member of the RHITA+ Health Infrastructure Team, contributing to operational planning, programming, and budgeting processes as required
  • Produce reports, materials, and inputs for deliverables as required for the effective performance of the programme
  • Attend meetings, seminars, consultative events and workshops as a representative of the OPTIONS programme as required

Person specification:

  • Master’s Degree in Structural/Earthquake Engineering, registered professional
  • Minimum 5 years of professional experience with significant exposure in programmes / large projects, preferably in health building design and construction after the required qualification has been achieved.
  • Experience in retrofitting design and construction works will be an added advantage
  • Track record of delivered and built projects, involving design and supervision.
  • Strong working knowledge of relevant national and international building design codes, standards and practices
