Pathfinder International seeks a Chief of Party (CoP) to provide the vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity for ongoing USAID funded PREPAration pour la REsilience au BURKINA (PREPARE-BURKINA) project. The $35 million project aims to increase utilization of quality health services, family planning and nutrition services, contributing to the Resilience in the Sahel Enhanced II (RISE II) third development bbjective.

Key Job Outcomes:

  1. Strategic Leadership: Provides strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives, and targets. Lead and motivate the project team, ensuring high levels of performance across all areas, fostering a culture of critical strategic thinking
  2. Project Implementation: Ensure the project strategies are technically sound, evidence-based, and responsive to the needs of the country, people, government, and the donor. Ensure that project performance objectives and mandated deliverables such as technical activities, annual work plans and programmatic/financial/technical reports are carried out in a timely fashion, meet the highest quality standards, and consider the donor’s requirements and procedures. With the deputy CoP lead the work planning process, and oversee the preparation, and timely submission of quality project reports to donor
  3. Sub grantees management: Provide guidance, in collaboration with staff, to subcontractors and sub-grantees and ensure sub-grantees meet sub-award milestones and deliverables
  4. Monitoring, Evaluation and Learning Plans: Leads and directs monitoring, evaluation and learning strategies, frameworks, plans and indicators to capture project performance and results. Leads a periodic implementation review process to monitor progress and to identify specific actions that may be needed to achieve expected results.
  5. Financial and Administrative Operations: Collaborates with project staff to establish and maintain the ongoing administrative and financial operations of project offices and ensure compliance with Pathfinder International’s policy and contract provisions. Develops, monitors, and revises budget pipeline and conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of finance deliverables. Manages funds and approve expenditures in accordance with Pathfinder International and USAID procedures, cost principles, and regulations.
  6. Security Standards and Guidelines: Ensures that appropriate security standards, guidelines and procedures are established, maintained, updated regularly, and adhered to by the staff in all project offices in compliance with donor rules and regulations.
  7. Management and Supervision: Recruits, develops, and manages staff.
  8. Management Reports: Develops and presents timely financial, technical, and operations reports and updates on the project progress and difficulties. Provide inputs and write into project materials and publications.
  9. Brand Ambassador: Cultivates and sustain positive, productive relationships with USAID, regulatory agencies, partners, and governmental agencies to ensure that Pathfinder International is consistently viewed as an effective implementing partner in meeting and achieving project targets. Represent Pathfinder International and the project’s progress, achievements and lessons learned to donor, other key stakeholders, and through meetings, conferences, and presentations.

Required Education, Training and Experience:

  • Master’s degree (or equivalent) in public health, social sciences, health systems, nursing administration, management, or a related advanced degree.
  • 10+ years of experience designing and implementing health service delivery strengthening projects, with five of these years spent managing large, multi-partner, complex family planning/reproductive health projects while living in developing countries (approximately $5-10 million per year)
  • Demonstrated experience and knowledge in establishing project systems and the ability to lead a team, bringing people together around a vision
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs and CSOs
  • In-depth knowledge of USAID regulations, compliance, and reporting requirements
  • Excellent skills in facilitation, team building, and coordination
  • Fluency (verbal and written) in both French and English is a must
  • Previous experience working in conflict or difficult to reach areas with intimate understanding of local health system and gaps and opportunities in these settings is an advantage
  • Previous experience working/leading health system and community resilience building initiatives is an advantage

Required Job-Specific Competencies:

  • Burkina Faso Public Health System: Deep knowledge of Burkina public health systems. Deep knowledge of the political, social, economic, and cultural context.
  • Understanding donor requirements and applicable regulations, an extra bonus if it is USAID.
  • Mastery of project thematic areas: Deep knowledge of family planning and reproductive health, WASH, nutrition, practices, services, and programs, including program strategies and indicators, and the latest developments in these areas, including special challenges and measurement issues faced in the developing world.
  • Strategic Planning and Implementation: Mastery of skills in strategic visioning and leadership in institutional capacity building and developing.
  • Data Collection Methods: Mastery of knowledge in data integrity and collection methods.
  • *Leadership and Management:*Proven ability to lead, manage, and develop others within a matrix culture.
  • Program and Project Planning and Management: Deep skills in designing, implementing, and monitoring and evaluating development and intervention activities to fulfill performance objectives, including the timely implementation and reporting of donor-funded program activities in the health sector.
  • Change Leadership and adaptative management**:** Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner.
  • *Collaboration:*demonstrated experience/diplomacy in collaborating/working with partner governments and communities, other implementing partners.

Required Organizational Competencies:

  • Software Applications: Advanced knowledge of MS Excel, PowerPoint, Word and Outlook.
  • Languages: Proven writing and speaking skills in English language
  • Communication and Influencing Skills: Proven ability to influence others, including donor agencies and local partners, through diplomacy and proven oral and written communication skills.
  • Presentation Skills: Proven ability to make presentations on results to small and large groups.

  • Passion for Sexual and Reproductive Health: Commitment to family planning, reproductive health services, gender, maternal, child health services, and eradication of harmful traditional practices.
