The Nepal Health Sector Support Programme 3 (NHSSP 3) had begun in March 2017 as the technical assistance (TA) component of FCDO’s Nepal Health Sector Programme 3 (NHSP3), and included two TA components, the General Health Technical Assistance (GHTA) to support the federal MoHP to deliver its Health Sector Strategy 2015-2022; and the Retrofitting and Health Infrastructure TA (RHITA) to MoHP and Department of Urban Development and Building Construction (DUDBC) to support the retrofitting and rehabilitation of two priority hospitals in earthquake affected areas.

A no-cost extension for the programme was confirmed recently, to provide support for the completion of retrofitting of the two public hospitals, and to enable essential components of health reform in the context of federalism. The no-cost extension is referred to as RHITA+ reflecting this dual purpose and will be delivered by RHITA.

Options Consultancy Service is seeking to recruit a Site Engineer who will support the Department of Urban Development and Building Construction (DUDBC) in the execution of the retrofitting works of Western Regional Hospital as a technical assistant for supervising, monitoring and reporting the works at the site.

Responsibilities:

The Site Engineer will:

  • Ensure quality control processes on site are in line with prescribed quality standards and specifications.
  • Ensure health and safety, and environmental aspects of on-site operations
  • Use monitoring and evaluation tools to measure progress and output
  • Oversee developments of the contractor’s detailed critical path method schedule including sequential retrofitting construction work.
  • Support to RHITA+ and DUDBC team for liaising with the local Government, hospital management, relevant construction professionals, and contractors to ensure a clear understanding of requirements, work sequencing and location.
  • Produce reports, materials, and inputs for deliverables (Payment Deliverables) as required for the effective performance of the programme
  • Attend meetings, seminars, consultative events and workshops as a representative of RHITA team as required

Person specification:

To succeed in this role, you will have:

  • Bachelors’ degree in Civil Engineering with a minimum of 7 years experience in the relevant field and at least 3 years of professional experience in supervision and monitoring of civil works of significant size
  • Experience in health building construction projects design and supervision
  • Experience in retrofitting works will be an added advantage
  • Track record of delivered and built projects, involving design and supervision.
  • Strong working knowledge of relevant national and international construction design codes, standards, and practices
  • The skills, attributes and other requirements are mentioned in Terms of Reference (ToR).
