The proposed award will address gaps in international development to ensure more equitable progress is made contributing to programming and investing in organizations that will advance the rights and protection of Marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs). The proposed award, Inclusive Development and Equitable Assistance (IDEA) will advance USAID’s inclusive development by building the capacity of organizations that will advance the rights, protection, and programming of MUGVPs. It will be funded by USAID to accomplish a public good, expanding rights and programming to MUGVPs. Inclusive development is a development approach built on the understanding that individuals and communities of all diverse identities and experiences are instrumental in the transformation of their own societies and that their engagement throughout the development process leads to better outcomes.

Position Description

The Senior Monitoring, Evaluation and Learning Officer will develop and implement robust MEL frameworks and learning agendas to measure impact and inform the implementation of IDEA, for the Leader and Associate Awards.
Responsibilities include:

  • Design, oversee and monitor the evaluation, and learning activities of the project.
  • Leads the design, development, planning, and implementation of the MEL plan and corresponding project evaluation activities which may include the development and implementation of tools, materials, reports, and intervention-connected research.
  • Establish, implement, and update monitoring and evaluation system for all sites including partners and provides training and guidance to build capacity and quality assurance around reporting.
  • Create and implement the monitoring, evaluation and learning plan including design, tools, protocols, and data collection processes and revisions.
  • Coordinate and assist in data collection by other project staff members or stakeholders, providing training and logistical support, as needed.
  • Oversee data processing, including data transfer, entry, verification and cleaning.
  • Responsible for dispersing information through publications, reports and presentations focused on lessons learned, key findings and recommendations based on data to the government, donors, local and international partners and stakeholders.
  • Conduct regular data verification and quality assurance checks, as per approved plans.
  • Manage internal communication on M&E progress and results.
  • Manage temporary M&E staff or consultants.
  • Provide other support to M&E team as needed; and
  • Other duties, as assigned.

The candidate for the position of The Senior Monitoring, Evaluation and Learning Officer shall have at a minimum the following qualifications:

Qualifications

Education:
Master’s degree (or higher) required in relevant field, or equivalent combination of education and work experience in a relevant competency area, including statistics, international development, economics, or other areas.

Skills and Experience:

  • Five (5) years of minimum experience working on monitoring, evaluation and learning for donor funded projects.
  • Demonstrated ability to interact and communicate with wide range of stakeholders verbally and in writing.
  • Demonstrated experience integrating inclusive development into MEL planning and learning agenda studies.
  • Demonstrated experience working with marginalized groups.
  • Demonstrated experience in international development, inclusive development, or related fields.

Language:

  • Fluency in English is required.
