Project Description

The proposed award will address gaps in international development to ensure more equitable progress is made contributing to programming and investing in organizations that will advance the rights and protection of marginalized and underrepresented groups and/or people in vulnerable situations (MUGVPs). The proposed award, Inclusive Development and Equitable Assistance (IDEA) will advance USAID’s inclusive development by building the capacity of organizations that will advance the rights, protection, and programming of MUGVPs. It will be funded by USAID to accomplish a public good, expanding rights and programming to MUGVPs. Inclusive development is a development approach built on the understanding that individuals and communities of all diverse identities and experiences are instrumental in the transformation of their own societies and that their engagement throughout the development process leads to better outcomes.

Position Description

The Chief of Party (COP) will have overall responsibility for coordination of all project activities, staff and subcontractors, including overseeing program work planning, performance management and strategic communication. They will have primary responsibility for representation of the project to USAID, to interact regularly with a diverse range of actors such as program staff, USAID/DDI/Inclusive Development Hub staff, USAID Mission staff, civil society organizations, private sector actors, other donors, and all program stakeholders. The COP will have the leadership qualities, technical expertise and experience, management experience, interpersonal skills, and relationships to fulfill the requirements of the program description.

The candidate for the position of Chief of Party shall have at a minimum the following qualifications

Qualifications

Education:

Master’s degree in social sciences, community development, inclusive development, international development, or other related fields.

Skills and Experience:

  • Five (5) years of related work experience in managing donor-supported programming in social sciences, community development, international development, inclusive development, or related fields. Demonstrated experience working with marginalized groups.
  • Senior-level USAID program experience required successfully collaborating and partnering with diverse range of actors such as program staff, USAID/DDI/Inclusive Development Hub staff, USAID Mission staff, civil society organizations, private sector actors, other donors, and all program stakeholders.
  • Measurable experience strengthening the capacity of organizations, groups and people, including capacity-strengthening experience within marginalized and underrepresented groups and/or people in vulnerable situations.
  • Demonstrated experience in leadership roles, promoting strategic planning, and careful budget management.
  • Experience with high-level USAID program management, including familiarity with USAID rules and regulations.
  • Demonstrated ability to represent the priorities of and issues related to marginalized and underrepresented groups and/or people in vulnerable situations at a high level.

Preferred experience:

  • Experience with Leader With Associate Awards (LWA) and/or other similar award mechanisms that include a buy-in component.
  • Demonstrated experience facilitating co-creation processes and involving diverse stakeholders in planning and CLA.
  • Experience working with USAID missions to develop, in a co-creation process, programming that advances inclusive development and advances the rights of marginalized communities.
  • Demonstrated experience managing complex global programs, including programmatic implementation, ensuring technical quality, and managing operations.

Language:

· Fluency in English is required.
