Context:

Under the overall supervision of the Senior Human Resources Officer and direct supervision of the Human Resources Officer (Learning and Development), the incumbent will provide a range of technical and specialized support functions to the Integrated Talent Management Unit (ITMU) by organizing a series of virtual and in-person IOM trainings, managing associated vendor relationships and contracts, and performing other duties as needed.

Core Functions / Responsibilities:

  1. Manage a range of SDL-related learning and development initiatives and all associated interactions, both internally and externally, including, but not limited to, the Strategic Thinking and Management Programme; Chiefs of Mission Learning Path; Young African Professionals Programme; Geopolitical Analysis Training and the Staff Exchange Programme.
  2. Coordinate communications with Translation Services in Headquarters for translatingSDL-related materials into French and Spanish.
  3. Initiate and oversee procurement and contractual processes, including participating in or developing Long-term Agreements (LTAs) with vendors/partners, in coordination with the relevant Divisions. For such activities, engage with the Supply Chain Division, Department of Legal Affairs, and external service providers for Request for Proposals (RfPs), LTAs, and other contracts within ITMU. Ensure that payments for both vendors and individual consultants engaged for projects are processed in a timely manner.
  4. Represent SDL in Selection Panels for training programmes and act as the SDL focal point with service providers for programmes under their responsibility.
  5. Adapt and strengthen SDL’s activities to enhance and increase participation rates; contribute to awareness-raising activities to promote SDL offerings; collaborate with Regional HR Officers (RHROs) in identifying and meeting learning needs; and, organise regular meetings with relevant RHROs to keep them informed about staff development and learning matters.
  6. Provide technical inputs for, and support the launch of SDL learning products, tools, and services.
  7. Provide overall support for the organization of in-person training events in Headquarters. Conduct virtual sessions in English and French on career-related subjects and to introduce key audiences to the professional development opportunities offered by SDL. Deliver the same content in regional retreats for Resources Management Officers (RMOs) and HR Officers, as requested.

8.Perform other duties that may be assigned.

Required Qualifications and Experience:

Education

  • University degree in Education, Human Resources, Business Administration, Psychology, or related field from an accredited academic institution with five years of relevant professional experience; or,
  • High School Diploma with seven years of relevant professional experience.

Experience

  • Experience supporting professional development programmes based on adult learning principles and other innovative practices is required;
  • Prior experience in the management of ticketing systems and other user support solutions is an advantage.

Skills

  • Proficiency in administering client support solutions and providing client support;
  • Expertise in virtual and in-person facilitation, including within a diverse and multicultural environment;
  • Advanced proficiency in the use of digital tools;
  • Ability to produce quality work accurately and concisely according to set deadlines;
  • Advanced communication skills, including ability to draft proposals, presentations, and project updates in a coherent and timely manner.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
