Context:

IOM’s Protection Division (PXD), aims to contribute to promoting and upholding the rights of migrants including displaced persons and their communities, reducing protection risks and supporting Governments to manage migration by implementing preventive, responsive, remedial and standard-setting actions. These actions are implemented through the 6 Protection operational pillars – thematic guidance, direct assistance, convening and dialogue, advocacy and communication, training and capacity building and data, research, and learning, while adhering to the division’s core commitments of protection mainstreaming, accountability and inclusion, sustainability and systemic change and partnership and coordination. The Protection Division (PXD) oversees the development of policy and technical guidance in these areas, provides programmatic support to IOM missions, and implements protection and assistance programmes of global relevance.

Under the direct supervision of the Senior Programme Manager and in close coordination with and the Head of the Protection Division and Head of Core Protection Unit at IOM Headquarters (HQs), the Programme Coordinator will be responsible for the management, coordination and implementation of global Protection programmes and activities mainly focused on the ‘Cooperation on Migration and Partnerships to Achieve Sustainable Solutions (COMPASS) programme aimed to ensure migrants of all gender and diversity groups have access to protection-sensitive pathways and are empowered to contribute to sustainable development outcomes in their communities.

Core Functions / Responsibilities:

  1. Oversee and ensure the implementation of the COMPASS programme, including backstopping the technical, financial, and operational aspects, providing advice, and ensuring alignment with global practices.
  2. Contribute to strategic planning exercises related to COMPASS and advise on country-level strategic planning in collaboration with the relevant PXD units and Regional Thematic Specialists (RTSs).
  3. Establish and strengthen working relationships with the Country and Regional Offices, as well as key stakeholders, for the development and promotion of promising practices and new protection programmes.
  4. Promote programmatic synergies with other initiatives within the Protection Division and provide support to the Division’s activities where relevant.
  5. Participate in core programme governance team meetings to support overall programme coherence, and synergies with other regions and donor funded programmes and ensure proper documentation and follow-up where relevant.
  6. Ensure effective liaison and maintain good communication with regional partners and other stakeholders, including mobilizing co-financing with partners and potential donors.
  7. Contribute to ensuring that COMPASS and other actions support cross-regional efforts to harmonize thematic approaches for the provision of migrant protection services.
  8. Plan, organize and represent IOM (COMPASS) in meetings, regional workshops, and other inter-country activities.
  9. Maintain oversight over project deadlines, financial and narrative reporting requirements in accordance with IOM Rules and Regulations and donor requirements, including the completion of flexibility pro-forma.
  10. Coordinate and review country offices’ reports to ensure timely and quality project progress and implementation reports for submission to donors (in accordance with IOM and donor reporting procedures).
  11. Stay abreast with the latest policies and trends on migration issues in close coordination with IOMs relevant departments at ROs and HQ.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in political or social Science, Migration Studies, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in complex programme development, management, coordination, monitoring and evaluation of migration-related projects, experience (3-5 years) in managing multi-country and/or regional projects;
  • Specific experience working within the protection sector including in conducting complex case-management, reintegration processes in the context of return, and related challenges and opportunities;
  • Strong experience in coordination, communicating and liaising with governmental authorities, UN, international and national NGOs and other national/international institutions;
  • Work experience and/or sound knowledge of migration-related issues in the Middle East &North Africa and Sub-Saharan Africa & African regions is an asset.

Skills

  • Excellent knowledge of technical cooperation principles, concepts and techniques;
  • Good knowledge of financial and administrative management;
  • Effective resource management and mobilization skills;
  • Excellent writing, communication, and negotiation skills;
  • Ability to prepare clear and concise reports.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
