Context:

The Department of External Relations is the Focal Point for IOM’s institutional relationship and overall liaison within the United Nations system, including the UN Network on Migration (UNNM), and coordination on all aspects of the implementation, follow-up and review of the Global Compact on Migration (GCM).

The GCM Unit ensures effective coordination, communication and coherence across the organisation on all aspects of the GCM and on matters related to the UNNM. Its responsibilities include coordinating IOM’s activities in support of GCM implementation as the UN Migration Agency and IOM’s positions and actions related to its role as Coordinator of the Network.

It facilitates a coherent and synergized approach across the Organization to GCM implementation and ensures that IOM speaks with one voice in the UNNM. Bilateral collaboration and joint initiatives with partners in the UNNM and the wider UN system are another responsibility, as well as the partnership with stakeholders. The Unit collaborates closely with other Departments at Headquarters Regional and Country Offices, and the IOM UN Liaison Office in New York.

The Unit contributes to developing internal tools, trainings, technical support, knowledge sharing, and good practices related to the GCM and maintains a knowledge management platform for IOM staff. The Unit contributes to effective reporting on IOM’s support to GCM implementation in the different reporting processes.

Under the direct supervision of the Director, External Relations Department, the Policy and Coordination Officer (GCM) will support the coordination and advisory services that the team provides to IOM Departments, Regional and Country Offices on all aspects of implementation, follow-up and review of the GCM, and in particular contribute to effective communication both internally and externally on IOM’s activities as the UN Migration Agency to support GCM implementation.

Core Functions / Responsibilities:

  1. Develop strategies and other documents that provide guidance on IOM’s overall approach to GCM implementation as well as IOM’s partnership building for GCM.
  2. Work as the Focal Point for supporting GCM implementation by IOM Country Offices in the Americas Region.
  3. Coordinate external reporting of IOM’s work on GCM implementation to the UN system and IOM Governing Bodies, as well as supporting and coordinating IOM internal reporting on GCM related activities including developing internal reporting mechanism and tracking progress.
  4. Coordinate communication between HQ, Regional, and Country Offices on GCM implementation including through strengthening coordination among GCM Focal Points across the Organization and preparing internal newsletters.
  5. Support the Regional and Country Offices in their knowledge management, capacity building on GCM as well as the integration of GCM into their external partnership building and communication.
  6. Participate in and report on any other relevant meetings as required, including duty travel, as needed.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, International Relations, Migration Studies, Development Studies, International Law, Communication, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Minimum five years of experience (seven years for bachelor’s degree holders) with increasing levels of responsibility working in the multilateral system, preferably in a UN context, with familiarity of the UN Development System, UN Secretariat or agencies, funds and programmes;
  • Demonstrated experience with IOM or the United Nations system working on migration and inter-agency issues;
  • Demonstrated experience in drafting policy documents and coordinating external communication; and
  • Experience in knowledge management.

  • Strong liaison and coordination skills;
  • Proven knowledge/understanding of Global Migration Governance, including the GlobalCompact for Migration;
  • Computer literacy;
  • Strong organizational skills and attention to detail; and,
  • Ability to quickly adapt to the Organization’s structure and portfolios.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
