Summary:

Chemonics seeks a Senior Advisor to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Senior Advisor will provide support to senior-level engagements between the project and government counterparts and other Ukrainian and international stakeholders to include managing communications, preparing meetings minutes and agendas, and providing critical local context to inform decision-making. The Senior Advisor will also provide political and technical advice and other support to internal and external meetings and projects.

Responsibilities:

  • Provides senior level representation of PFRU to key international and Ukrainian stakeholders
  • Supports senior-level engagement with central and local government counterparts and other key Ukrainian stakeholders
  • Organises and prepares for visits and engagements with embassies and financing partners
  • Prepares minutes and agendas and performs all secretariat duties for technical and strategic committees
  • Translation and interpretation support for senior level meetings as required
  • Provides political and technical advice and information on the local operating environment/local context to inform decision-making and project design as required
  • Schedules meetings with senior officials as requested by Team Leader or designee
  • Manages budget allocated in accordance with delegated authority and procedures for PFRU
  • Provides administrative support to the Team Leader
  • Supports other internal meetings as needed
  • Supports project delivery as needed
  • Other tasks as required, including a degree of flexibility to take on tasks as the programme grows

Qualifications:

  • Bachelor’s degree in business administration or equally relevant field required; Masters preferred
  • Minimum five years of experience in administrative and representation assistance, preferably with an FCDO or other donor-funded projects or international missions
  • Established network with government and international counterparts operating in Ukraine
  • Excellent verbal and written and communication skills.
  • Demonstrated leadership, versatility, and integrity.
  • Proven experience coordinating logistics for meetings and events with multiple stakeholders
  • Ability to work in a professional manner with fellow staff members, visitors, counterparts, and the public.
  • Fluency in Ukrainian and English is required.
