Summary:

Chemonics seeks a Recovery Advisor to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Recovery Advisers support the delivery of the RECOVER objective through:

• Leadership of PFRU support for Strategic Humanitarian and Recovery Coordination with the Humanitarian Head Office and National Recovery Council in the Office of the Presidency, the Ministry of Development of Communities and Territories (MDCT), the Ministry of Reintegration of Temporarily Occupied Territories (MRTOT) and the Ministry of Foreign Affairs (MFA) in coordination with UN OCHA and the World Bank.
• Leadership of the PFRU Early Recovery Field Operations Team (ERFOT) supporting the Ukrainian Civil-Military Administration and local authorities to coordinate operational and tactical early recovery and humanitarian assistance in recently liberated areas, including oversight of the delivery of PFRU funded interventions and management of PFRU field operations personnel.

Responsibilities:

• Leading Rapid Assessment Missions in newly liberated areas of Ukraine.
• Managing the delivery of Early Recovery Project components in liberated areas.
• Designing and managing capacity development initiatives to improve the Government of Ukraine’s ability to lead strategic, tactical and operational Humanitarian and Recovery coordination at the international, national and regional levels for Ukraine.
• Overseeing Information Management experts to develop information systems and evidence to support Humanitarian and Recovery coordination at all levels;
• Convening, managing and developing the capacity of teams of Ukrainian and international Recovery Advisers, Field Coordination Officers and Assistants, Information Management Advisers and Subject Matter Experts.
• Overseeing the development and implementation of the PFRU Early Recovery modular system for rapid delivery in recently liberated Oblasts and Hromadas for a range of priority needs. These include EOD/demining, Urban Search and Rescue, Property Salvage, Rapid Damage Assessment, Emergency Power and Water Supply, Public Utilities Repair, Public Building Repair, Community Protection.
• Supporting PFRU management to develop proposals, budgets and Terms of Reference for new Early Recovery activities.
• Managing and capacity building for assigned teams of Ukrainian personnel
• Supporting MEAL activities and project communications through evidence gathering and regular reporting on project activities.
• Liaison with the Government of Ukraine and international and Ukrainian partners at senior levels.

Qualifications:

Recovery Advisers will need to meet the following qualifications and experience requirements:

• Degree and ideally post-graduate degree in international relations, international development, conflict, peacebuilding or a related field.
• At least 8 years’ experience in conflict, humanitarian and stabilisation sectors, including experience in conflict affected countries, ideally with previous experience in Ukraine or the region.
• Proven expertise and experience in the design and management of delivery of complex conflict, humanitarian and stabilisation programmes.
