Summary:

Chemonics seeks a Community ProtectionAdvisor to support the Partnership Fund for a Resilient Ukraine (PFRU) project in Ukraine. The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The Community Protection Adviser supports the delivery of the RECOVER objective through:

  • Strengthened community protection through enhanced grass-roots dialogue and practical and inclusive engagement between residents, returnees, IDPs, volunteers, local government administrations and military authorities to effectively manage resources and services that deliver better community protection and civil defence in recently liberated areas of Ukraine.
  • More responsive relationships between residents and local authorities and the delivery of projects to solve specific community protection priorities identified by needs assessments with a focus on ensuring gender inclusion and addressing the protection needs of vulnerable groups.

Responsibilities:

  • Conduct an assessment and project design for PFRU’s Early Recovery Community Protection component for recently liberated areas of Ukraine.
  • Strengthen the theory of change and identify project objectives, outcomes and outputs.
  • Provide Community Protection technical inputs to the Early Recovery component.
  • Draft a project concept note and proposal.
  • Map actors in the thematic area and identify potential project partners among CBOs, NGOs and volunteer groups in Kyiv, Chernihiv, Sumy and Kharkiv regions.
  • Prepare an assessment report and proposal, workplan and budget for delivering programme outcomes, outputs and activities.

Qualifications:

The Community Protection Adviser will need to meet the following qualifications and experience requirements:

  • A degree and preferably a post-graduate qualification in international security, international law, human rights law, social work, or other related fields.
  • Minimum 8 years’ field experience in security, human rights, civil-military relations, community mobilisation, civil protection or other related programmes.
  • Excellent project conception and design skills.
  • Demonstrated experience in working with local government on community protection and participation.
  • Project design, implementation, monitoring and evaluation skills, experience in managing community security and safety issues is desirable.
  • Proven ability to establish strong working relationships with civil society, local government officials, civic leaders and international organisations
  • Excellent oral and written English language skills, including the ability to quickly synthesize complex technical and programmatic issues into concise communications.
  • Professional-level English language skills are essential, both written and oral;
  • Experience in Ukraine or the region is preferable.
