Program Summary

Project HOPE is mobilizing to provide health and humanitarian assistance to internally displaced persons in Ukraine as well as refugees in neighboring countries fleeing the ongoing conflict. Project HOPE is in contact with the WHO led Health Cluster in Ukraine, which has noted critical needs in primary health care.

Position Summary

The primary responsibility of the Security Manager is the management the management of security of staff and program S/he conducts initial and ongoing Security Risk Assessment (SRA) and builds relations with local security agencies and personnel. The Security Manager provides assistance to the Emergency Response Team on all issues of safety and security as they relate to staff and programs in the country in which they work. The Security Manager oversees daily security management and manages National Security staff or contractors as well as trains and mentors Security Focal Points. The Security Manager will monitor and assess security conditions and makes recommendations as appropriate.

Responsibilities

  • Develop and update the security guidelines, SOP’s and Contingency Plans for the mission
  • Coordinate and monitor security activities to ensure that safety and security policies and procedures are implemented
  • Ensure that all field staff are fully cognizant of prevailing security threats and fully advised on means to reduce staff vulnerability to those threats
  • Design and drill warning systems, emergency radio networks, and provisioning of emergency supplies for field personnel
  • Ensure internal incident tracking system is utilized properly and perform incident mapping and analysis
  • Collect security related information from local and regional resources as it applies to PROJECT HOPE sites and communicate with leadership as appropriate
  • Monitor the security preparedness of staff and volunteers and work with deployed team members to enforce compliance with internal security policies and SOPs
  • Ensure logistics follows a servicing and maintenance schedule for vehicles
  • Audit communications equipment and facilitates communications-related assistance when necessary
  • Recommend changes in mission security plans as needed
  • Ensure induction security briefings are conducted to all arriving staff, visitors or volunteers

Qualifications

  • Five (5) years of field security experience in complex and unstable environments
  • Previous experience working in NGOs
  • Emergency response experience
  • Fluency in English.

  • Travel for extended periods may be by air and/or other modes of transportation.
  • While international travel is not a regular part of every job, programmatic needs may require it intermittently.
  • Project HOPE employees may be required to travel or work in countries where working conditions are classified as “hardship.”
