Program Summary

Project HOPE is mobilizing to provide health and humanitarian assistance to internally displaced persons in Ukraine as well as refugees in neighboring countries fleeing the ongoing conflict. Project HOPE is in contact with the WHO led Health Cluster in Ukraine, which has noted critical needs in primary health care.

Position Summary

The primary responsibility of the Finance Officer is to support the Global Finance Manager as s/he ensures the implementation of services in an emergency setting. The Finance Officer provides day-to-day financial support on one or more programs and/or grants, including the processing of transactions. S/he adheres to donor regulations and Project HOPE’s policies and procedures, while reporting and assisting in financial analysis. The Finance Officer reports directly to the Global Finance Manager

Responsibilities

  • Provide accounting and Finance support to Programs, Grant and Contracts
  • Assist program staff with day-to-day accounting operations and financial support in accordance with donor and Project HOPE’s internal policies and procedures
  • Ensure required preapprovals are secured in advance of incurring an expense
  • Prepare procurement requests and ensure all approvals are secured and coordinate with logistics team on the delivery of services and goods
  • Account for procurement transactions to ensure adequate supporting documentation, accuracy, and control over payments
  • Prepare ad hoc logistics and financial reporting to aid in tracking and reconciliation of transactions
  • Maintain accurate financial transactions and program, grant and contract records
  • Assist program staff and finance department in meeting donor and internal reporting requirements
  • Prepare timely and accurate financial reports for submission to donor on or before the deadlines
  • Prepare timely and accurate monthly Pipeline.
  • Prepare Cash request projection to HQ/country office.
  • Ensure timely deductions and remittance of relevant statutory payments.
  • Maintain frequent communication with HQ, Program Staff, and Field office Finance to ensure finance activities and objectives are communicated clearly.
  • Work with program and logistics staff to ensure the coordination of programs is within budgeted targets.
  • Attend coordination meetings upon need.
  • Respond promptly to internal audit’s queries.
  • Interface with service providers on service delivery, invoicing and processing of payments
  • Work closely with Project HOPE’s sub-grantee(s) finance staff (s)
  • Train national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.

Qualifications

  • Finance or Accounting Degree
  • Minimum of three (3) years of experience in a non-profit organization; or equivalent experience, training and education.
  • Experience in the administrative and financial management of overseas programs at the support level.
  • Strong understanding of UN, USAID, World Bank and other donors.
  • Experience in working with computerized accounting systems, NetSuite
  • Experience in the administrative and financial management of overseas programs at the support level.
  • Fluency in English.
