Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.

Poland / Romania / Moldova Programmes.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries. The response is strongly driven by the protection needs of refugees and the need for national organisations and authorities to be supporting in scaling up for the refugee response, delivering quality protection support, as well as advocacy for the rights and protection of all refugees and people on the move needing protection.

The Role

  • The Safety and Security Coordinator will help enable Oxfam’s programme in Southern Ukraine by providing consistent, high quality security management support and advice.

Location: Odesa, Ukraine .

Job Type: Fixed Term, 6 months

KEY RESPONSIBILITIES

Security systems, assessments, training

  • To ensure that safety and security systems for Oxfam in Odesa are up to date (in coordination with the Country Safety and Security Coordinator). Develop and update security management plans, SOPs and related documentation in line with regional and Global policies.
  • To carry out security/risk assessments and security management reviews where Oxfam/partners work or consider working; either providing management with recommendations for action or working directly to implement the action plan.
  • To train staff and partners on security management, both informally and within the context of formal training courses, keeping up to date training records.
  • Conduct thorough document reviews as required (Security Management Plans etc) and ensure compliance with minimum standards in visiting locations.

Day-to-day Security Management

  • To provide advice on security related matters in the context of a particular environment including gathering information from other organisations, and representing Oxfam in security meetings with other agencies, institutions, and authorities.
  • Journey management plans for trips outside Odesa city; monitoring of staff movement
  • Monitor air attack alarms and sheltering in place provisions
  • Compile incident reports and provide analysis and follow up
  • STAR completion for facilities that Oxfam will travel to or use such as guesthouses/Hotels.
  • Weekly situation/ security report to the Country Security Coordinator.
  • To prepare regular reports and summaries of work and recommendations to Oxfam including a short final report at the end of each assignment
  • to ensure that relevant security information is documented and shared with Ukraine country office, PMU and the Global Security Team (GST).

Other

  • Represent Oxfam with external stakeholders in coordination with the Area Manager
  • Required to adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights
  • Understanding of and commitment to adhere to equity, diversity, gender, child safety and staff health and wellbeing principles
  • Undertake any reasonable duty and tasks that may arise from time to time.

Experience, Knowledge & Competencies

Essential

  • Graduate Degree from a recognised University/college in International Development or any other related area that can bring added value to the job.
  • Considerable practical experience of security assessment, planning, designing and implementation of procedures in the context of UN or NGO humanitarian operations.
  • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
  • Proven experience of providing trainings on safety and security topics.
  • Initiative and motivation to work independently and develop solutions to problems.
  • Highly flexible in style with the ability to produce creative and pragmatic solutions to complex problems.
  • Analytical and strategic planning skills.
  • Commitment to and understanding of the Code of Conduct for the Red Cross and NGOs in Disaster Relief; and their practical application in humanitarian work in a conflict area.
  • Excellent organisational, problem-solving and negotiation skills. The ability to remain calm whilst dealing with conflicting priorities/work under pressure is essential.
  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports and influence verbally to persuade with diplomacy and tact.
  • Commitment to Oxfam’s overall aims, policies and values.
  • Diplomacy, tact, negotiation skills and an excellent sense of humour.
  • Excellent written and spoken English and Ukrainian.
