Oxfam is a global movement of people working together to end the injustice of poverty.

In March 2022, Oxfam launched its response to the influx of refugees and other people forced to flee from Ukraine in Romania, Moldova and Poland. A Programme Management Unit (PMU) has been established to provide leadership, oversee, support and provide technical assistance to the response in the affected countries.

The PMU will be led by an Operational Lead and includes dedicated advocacy and influencing capacity; business support functions, and a programme quality team with technical support on gender in emergencies, protection, cash and voucher programming, monitoring, evaluation, accountability and learning (MEAL), and safeguarding.

Poland / Romania / Moldova Programmes.

Oxfam is supporting a partner-led humanitarian response for the assistance and protection of refugees and other vulnerable people from Ukraine and the communities, organisations and authorities that are hosting and supporting them in neighbouring countries. The response is strongly driven by the protection needs of refugees and the need for national organisations and authorities to be supporting in scaling up for the refugee response, delivering quality protection support, as well as advocacy for the rights and protection of all refugees and people on the move needing protection.

The Role

  • The MEAL and Partnership Officer assists the programme teams in following up the MEAL plan and identifying suitable partners; ensures consistent application of Oxfam’s MEAL and Partnership Principles, and coordinates capacity building and technical support efforts towards Oxfam’s partners.

Job Type: Fixed Term, 6 months

KEY RESPONSIBILITIES

  • Facilitate the organisation and planning of meeting in liaison with other Oxfam team member and partners’ team
  • Support the MEAL and Partnership coordinator in setting up/improve an effective coordination and reporting mechanism between Oxfam and its partners.
  • Ensure key milestone are agreed between Oxfam’s and Partners’ teams. Monitor and update join planning.
  • Maintain communication with partners’ team and ensure support needs are identified and referred to the appropriate staff within Oxfam team.
  • Ensure challenges, bottlenecks and issues are identified early on and communicate to the appropriate Oxfam staffs for the development of collaborative solution.
  • Follow up the MEAL activities and achievements against the project indicators and its performance by close coordination with Oxfam’s/partners relevant program focal points.
  • Update Oxfam’s database, follow up on the online applications, and support the transfer of data and cross-checking processes.
  • Assist the MEAL and Partnership Co through close coordination with Oxfam’s partners MEAL and partnership focal points in performing data analysis and producing statistical as needed.
  • Support the MEAL and Partnership Coordinator to ensure having an effective accountability mechanism in place where the information from feedback channels is tracked, followed up with the relevant focal point until addressed and responded, and helping to produce informational materials for beneficiaries.
  • Support the MEAL and Partnership coordinator to ensure learning is collected during all project lifecycle, documented and shared with the relevant Oxfam staff in a timely manner.
  • Support the MEAL and Partnership coordinator to ensure all activities data are recorded in a centralized database and ready for all internal and external reports.
  • Contribute to maintain safety and confidentially of the documents/system and their contents and conduct this process in line with the GDPR.
  • Provide translation support where relevant.
  • Any other duties as directed by the supervisor in the management and coordination of the MEAL and Partnership Department.

Experience, Knowledge & Competencies

Essential

  • Experience of working with National and/or Local partner organisations, and an understanding of the challenges they face as well as a firm commitment and belief in the principle of working with partners in a humanitarian crisis
  • A strategic perspective and approach with ability to develop long term plans and implement them effectively. Ability to work with others to develop vision into strategy and communicate and influence this to a wider audience
  • Strong analytical and conceptual thinking skills; able to understand complex issues and translate them into simple, workable actions and plans
  • Excellent personal communication skills, in written and verbal Ukrainian & English
  • Strong representational and networking skills
  • Commitment to Oxfam’s overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work
