The project “ECHO consortium” main objective is to strengthen emergency response and preparedness capacities across Caribbean territories through a multi-hazard and multi level approach: Caribbean region, National and Community level;

The project is articulated around 3 main axis which are:

Strengthening Regional Coordination Mechanisms

Enhancement of Local Response Capacities

Regional and national logistic preparedness strengthening

After 18 months of implementation, The French Red Cross and its partners under this project are now looking at conducting an external review of the consortium implementation process and outcomes/achievements.

Objectives

The main objective of this consultancy is to evaluate the performance of the project in terms of results achieved, relevance of the activities to the needs and context as well as the quality of the consortium.

More specifically, this evaluation will analyze the project according to the evaluation criteria, mainly the criteria listed below:

– Coherence to analyze the coordination between the two partners of this consortium and implementing partners;

– Relevance, effectiveness and impacts of the project activities to meet the needs of the context and to achieve the project’s objective which aims improving the disaster and crisis preparedness for effective response to multiple hazards at regional and national levels in the Caribbean.

Through the analysis of these aspects of the project, this evaluation should provide a critical analysis of the implementation of this project within the region to assess whether it has provided concrete and adequate solutions to improve disaster and crisis preparedness for an effective response to multiple risks at the regional and national levels in the Caribbean. This analysis should take into account the following elements :

– the dynamics of the regional and national partners involved in the project and their interrelationships;

– the regional and national context, including events that have affected the region and territories since the project began and the impact this has had on the project;

– the involvement of the consortium partners in the successful completion of the project

The evaluation questions that have been designed and that will be completed by the providers are:

Coherence:

– To what extent does the program has contributed to a better coordination with local and regional disaster risk management and emergency response actors in the region and countries of intervention?

– To what extent does the program promote synergies at the global level with other regional projects?

– Has the consortium helped to strengthen coordination with other actors?

– Has the consortium added value to the success of the activities and in its coordination with regional actors?

– Were the activities proposed aligned with global/regional strategies and know-how on effective disaster preparedness ?

– Are consortiums a suited modality of implementation for the region?

Relevance :

– Do the activities correspond to the expectations of the beneficiaries & the needs of the territories?

– Were the objectives and outcomes achieved ? Including the relevant / appropriateness of the delivery methods of the activities (elearning, remote trainings, in person activities, table top exercices…)

– What challenges have been identified?

– What successes have been achieved and what difficulties have been encountered in implementing the program?

– Are the conducted actions a good stepping stone for future programs in the region ? Should they be replicated in the future ?

Effectiveness:

– Did the activities follow the original schedule? and the revised schedule?

– Were sufficient and effective resources (HR and financial) available to ensure the successful implementation of activities?

– What lessons can be learned from the program architecture and implementation modalities?

– Were the consortium management tools, ways of working and communication lines efficient ? Adapted to ensure a good and smooth project conduction ?

– Could some delays have been avoided or better anticipated during the course of the action ?

– Were resources well allocated in order to maximize effectiveness of the activities ?

Impacts:

– What were the positive and negative impacts of the program on beneficiaries and partners?

– Did the program help better position PIRAC and the Red Cross Movement as key actors of Disaster Management within the Caribbean Region ?

– Will the action have a long term impact in the region (eg. beyond the scope of the project) ?

– Did the action promote ownership of the activities and their outcomes at all levels, including National Societies in the region ?
