Job Description

The Services to the Armed Forces (SAF) mission is to provide care and comfort to the members of the United States Armed Forces and their families. It is the impetus for the establishment of the American Red Cross (ARC). SAF at the Red Cross is a mixture of both tradition and innovation. ARC continues to provide traditional support to military families; serve in military and veterans hospitals, and conduct emergency communication. But, we also continually adapt our traditional services and create new programs to meet the needs of today’s military member, veterans and their families.

The American Red Cross is currently seeking an SAF (Service to the Armed Forces) Regional Program Director. The position will lead our Service to the Armed Forces (SAF) programs in Southern California.

Direct Service to the Armed Forces and International Services Division services within a divisional jurisdiction. Provide support, development and/or leadership guidance to all volunteers.

Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

Responsibilities

1: Develop and execute SAF and ISD strategic plan and objectives for division and works with management to ensure programs and services are implemented consistently within their division.

2: Monitor operations to ensure that division goals and objectives are being met and that policies and procedures are being followed, implement process improvements as needed. Evaluate the effectiveness of programs and services within the division through ongoing program reviews and partner with the regional team for continuous improvement.

3: Develop divisional budgets, monitor expenses and approve spending.

4: Work with management to communicate strategic plans and support the delivery, sustainment and growth of programs and services within their division. Responsible for ensuring SAF and ISD performance metrics are achieved within their division.

5: Foster Red Cross relationships at the divisional and national level with a variety of organizations, military commands and family programs, and other community partner groups within their division.

6: Manage assigned staff within the division. Direct team or subordinate units which may include hiring, assigning work, coordinating, training, coaching, and evaluating performance of staff. Support the best interests of staff and Red Cross offices in making deployment and relocation decisions.

7: Work with Division Disaster Leadership to support military, veterans and their families during disaster response.

Scope: Establish operating policies and procedures that affect departments and subordinate sections and work units. Interpret company-wide policies and procedures. Develop budgets, schedules, and performance standards.

Qualifications

Education: Bachelor’s degree required.

  • Combination of candidate’s education and general experience satisfies requirements so long as the total years equate to description’s minimum education and general experience years combined (Management experience cannot be substituted).

Experience: Minimum 7 years of related experience or equivalent combination of education and related experience required.

Management Experience: 5 years of management experience.

Skills & Abilities: Proven track record of collaboration, facilitation, leadership and partnership management. Skilled in data analysis, planning, organizational development and process improvement. Individual must be analytical, customer oriented, flexible, organized and able to operate with an orientation toward solutions, with an external and strategic focus. Strong computer skills are required. Public speaking skills and the ability to communicate effectively verbally and in writing are required. Strong interpersonal skills and the ability to work with multiple priorities are essential. Familiarity with military culture, regulations and protocol is strongly desired. Ability to work on a team.

Travel: Travel may be required.

Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this Job, the employee is regularly required to sit; use hands to handle or feel; and talk or hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The work environment will consist of moderate noise (i.e. business office with computers, phones and printers, light traffic). The employee must have the ability to work in a small cubicle and have the ability to sit at a computer terminal for an extended period of time.
