The American Red Cross is seeking a Community Health Resilience Specialist . This position is remote and can be done from anywhere within the United States (Eastern time zone preferred).

The Community Health Resilience Specialist reports to the Executive Director of Mission Adaptation at the National Headquarters of the American Red Cross. This position is responsible for developing and supporting the health and mental health components of the Mission Adaptation Program. The ideal candidate will have a proven track record of program development and team support within an organization that focuses on supporting the community and improving access to health and mental health services.

The Community Health Resilience Specialist will provide subject matter expertise and program support to Red Cross divisions, regions, their communities and the Mission Adaptation workforce. The position will ensure that program implementation and defined activities are carried out in accordance with Mission Adaptation objectives. The Community Health Resilience Specialist will evaluate program activity and identify areas for improvement.

Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations.

Responsibilities

  • Develop and implement Health Resilience program elements in accordance with Red Cross Mission Adaptation objectives in coordination with other Disaster Cycle Services programs including Mass Care, Client Care, Community Engagement & Partnerships and Long-Term Recovery.
  • Identify and develop health and mental health disaster risk reduction and other resilience strategies, tools and resources to establish standard operating procedures for field implementation.
  • Implement evaluation and monitoring processes including development of metrics and benchmarks to measure program outcomes
  • Collect and analyze field data, identify areas of need and/or improvement, and develop recommendations for program improvement and sustainability. Develop reports on project status, milestones, and issues for leadership and field review.
  • Identify and engage relevant partner organizations throughout program development and implementation including supporting field teams in community partner engagement strategies and assessment.
  • Ensure health and mental health disaster risk reduction and other resilience activities are developed and implemented with equity, diversity, and inclusion.
  • Support Mission Adaptation Field Units with program implementation, subject matter expertise and provision of reports and documents that illustrate program effectiveness and identify areas of improvement.
  • Identify and leverage national and federal financial resources in support of Mission Adaptation Program communities.
  • Collaborate and communicate within Disaster Cycle Services at the National Headquarters and field levels and across business lines at the American Red Cross.
  • Support Grant Management process for grants made to community organizations that support access to health and mental health services including monitoring and evaluation best practices.
  • Support disaster responses and recoveries in the Mission Adaptation Program to include impacted workforce and partner agencies.
  • Perform other duties as assigned.

Scope: Individual contributor with comprehensive knowledge in supporting vulnerable populations with accessing community health and mental health resources. Ability to execute highly complex or specialized projects; adapt precedent and may make significant departures from traditional approaches to develop solutions.

Qualifications

Education: Bachelor’s degree required preferably with a concentration in Public Health, Human and Social Services, or Non-Profit Management.

Experience: Minimum of 7 years of related experience in community or public health or community advocacy or equivalent combination of education and related experience required. At least 3 years of experience at the local/community level preferred. Disaster response or recovery experience as well as experience in leading in a matrixed environment preferred.

Skills & Abilities: Demonstrate in-depth knowledge of barriers to health and mental health access, resources, programs or services. Excellent interpersonal, verbal and written communication skills. Develop project plans and strategies to achieve Mission Adaptation goals. Demonstrate analytical and decision-making skills to develop creative processes for continuous program or service improvements. Demonstrate ability to create presentations and develop training. Intermediate level proficiency with MS Office software, including Word, Excel, PowerPoint and Outlook. Ability to work within a matrixed environment.

Travel: Travel may be required.

The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Other: All full-time employees in the disaster cycle must be willing and able to be deployed, as needed. This position is also responsible for ensuring that all American Red Cross finance policies and procedures are followed as related to the scope of work activity. Upon employment, must be able to learn and become proficient in: ARC programs and procedures, Volunteer Management, Financial Management, Cultural Competency, Emergency Management Practices, and Community & Government Partnerships.
