The Mixed Migration Centre

Part of DRC, the Mixed Migration Centre (MMC) is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

  • To contribute to a better, more nuanced and balanced understanding of mixed migration (knowledge)
  • To contribute to evidence-based and better-informed migration policies and debates (policy)
  • To contribute to effective evidence-based protection responses for people on the move (programming)

The MMC is a global network, with regional hubs DRC offices in Africa, Asia, Europe and Latin America, and a small global team. The MMC is part of, and governed by, DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. Purpose of the consultancy

MMC seeks proposals from a consultant to conduct research and draft a report on Climate change and mobility in the Middle East: State of knowledge.

Background

Dominated by desert and arid or semi-arid lands, the population of the Middle East (considered here to cover Bahrain, Iran, Iraq, Jordan, Kuwait, Lebanon, Oman, Palestine, Qatar, Saudi Arabia, Syria, United Arab Emirates, and Yemen) has long lived with a challenging climate. However, with climate change the threats have grown. Efforts to adapt to these threats must be undertaken within the region’s complex geopolitical context, political instability, with active violent conflict in some places, and longer-term demographic changes.

Migration and mobility are key considerations with regard to climate change impacts, and in the Middle East, a region of large-scale internal, intra-regional and inter-regional migration, where the migration profiles of individual countries vary enormously, the implications are likely to be varied and complex.

The Mixed Migration Centre seeks to assess the state of knowledge on climate change impacts on mobility and migration dynamics in the Middle East and provide a foundation for further research to fill evidence gaps for policy and programming.

The specific objectives of the project are to:

  • Conduct a context analysis to understand key dynamics in the region beyond mobility and climate change
  • Summarise existing knowledge on migration and displacement within, from and to the region
  • Identify key climate change impacts in the region (current and future)
  • Collate evidence on climate-related mobility phenomena and trends in the region
  • Identify locations where climate change effects are likely to impact – or are already impacting – mobility, that will inform the choice of locations for future data collection and research
  • Identify key information gaps on the links between climate change impacts and mobility, where additional research is required to improve policy and programming

In researching climate mobility, MMC focuses on impacts, experiences and decision-making at the individual and household level, aiming to provide insights on how people process and respond to the challenges of climate change, within the realm of migration.

The project will culminate in a research report and expert validation workshop.

Objective of the consultancy

The primary objectives of the consultant will be to conduct the plan and implement the research and analysis for the project.

Scope of work

The consultant is expected to

  • Design a methodology for the research, in collaboration with the MMC global team
  • Conduct and submit a literature review
  • Conduct expert interviews to fill gaps or complement the literature review
  • Draft a report and revise following review by MMC, until final approval
  • Present the report at the validation workshop and moderate discussion
  • Number of working days: approx. 80 days
  • Estimated start date of consultancy: 2 Jan 2024
  • Date of submission of the final report: 15 March 2024
  • End of consultancy: 30 April 2024

Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than five months form the signature of the contract. otherwise a deduction on payment shall be made against the deliverable

The consultant shall be prepared to complete the assignment no later than 30 April 2024.

Payment schedule:

25% at satisfactory receipt of the methodology (inception) report

65% at satisfactory receipt of the final draft of the report

10% upon the satisfactory completion of the workshop and submission of the presentation file

Proposed Composition of Team

Not applicable.

Eligibility, qualification, and experience required

  • Advanced degree (Master) in migration studies or the social sciences, with expertise in qualitative research methods.
  • A minimum of five years of experience in designing and leading research on migration and similar relevant topics. Longer experience considered an advantage
  • A proven knowledge and understanding of migration dynamics in the Middle East context, and/or climate change. Experience in the regions an advantage
  • Excellent analytical and reporting skills. A list of publications an advantage. (max 20 points)
  • Excellent command of spoken and written English. Publications in English an advantage
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in an international team environment.
  • Ability to structure complex insights into written and visual products that bring out key features and enable decision-making

Desirable:

  • Access to relevant stakeholders in the Middle East.
  • Fluency in Arabic

Technical supervision

The assessment shall be completed in close cooperation with MMC’s Global Team as well as colleagues in DRC’s Middle East Regional Office, under the supervision of the MMC Global Team.

Location and support

The assignment will be led from DRC’s Middle East Regional office in Amman, Jordan, but the consultant can work from home. The consultant will provide their own computer and mobile telephone, and take responsibility for logistics and costs regarding any travel and accommodation needs.

Travel

The consultant will be expected to travel to conduct interviews in the region, and to the end-of-project validation workshop. Travel costs must be borne by the consultant and be included in the proposal.

Also, DRC will have no obligation of individual insurance where the consultant shall be responsible for individual insurance and health care.

Where, the consultant will be responsible of all running and operational cost including but not limited to, taxation registration, travel cost, insurance cost, accommodation, equipment, transportation, etc.
