RECOFTC operates in the Asia-Pacific region, with country program offices in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam.

We invite candidates to apply for the position of Program Support Officer for the Knowledge Management, Information Technology and Strategic Communication (KMITSC) unit. The successful applicant will be based in the RECOFTC Main Office in Bangkok, Thailand. The contract is for a 24-month duration, with the potential for extension based on funding availability and satisfactory performance The position is for Thai nationals only.

Task and Duties

The Program Support Officer is a member of the KMITSC Unit. The officer plays a crucial role in the administration, planning and implementation of RECOFTC’s communication, knowledge management, and deployment of information technology and systems. Contributing significantly to the development and implementation of KMITSC’s strategy and functions, the Program Support Officer is responsible for supporting procurement, financial planning and budget management, content production and dissemination, events, and providing overall administrative support for the unit. The Program Support Officer reports directly to the KMITSC Director and works closely with the KMITSC managers and other team members, as well as with other staff members, partners, and service providers.

The Program Support Officers’ responsibilities and duties are as follows:

Procurement

  • Organize and conduct administrative processes and procedures for procurement, including raising purchase orders, requests for services, task orders and other processes to enable effective delivery of RECOFTC’s communication, knowledge management and IT program and activities
  • Ensure procurement processes and procedures meet or exceed RECOFTC standards and those of RECOFTC’s donors
  • Contribute to ensuring that RECOFTC contracts entered into by the KMITSC unit deliver the highest quality and value for money
  • Prepare contracts and task orders, liaising directly with contractors
  • Track contractor performance against contractor commitments, and organize payments
  • Working with the Manager of Digital Development, support procurement of IT hardware and software for the Main Office and Country Offices

Financial planning and budget management

  • Organize, coordinate and conduct administrative procedures related to the KMITSC budget, including forecasting, tracking and preparation of budgets for proposals
  • Consider expenditures that are beyond the KMITSC budget and involve project- and program-based budgets and those of other units and teams in the development and implementation of the unit’s workplan and budget submissions
  • Schedule and prepare for KMITSC contributions to RECOFTC’s annual budget planning processes
  • Monitor and report monthly to the KMITSC Director and Managers on budget expenditures and progress against the annual work plan, and provide recommendations for adaptive management.
  • Work closely with Executive Office and the Finance team at year start, mid-year, and year end on adaptative management of work plan elements and budget allocation.

Content production and dissemination

  • Manage rosters of creative services providers, including writers, editors, translators, graphic designers, video and animation producers, and application developers
  • Format internal publications according to RECOFTC’s external and internal templates
  • Manage logistics for the dissemination of publications and promotional products
  • Manage and post content to sections of RECOFTC’s websites such as the Careers section, intranet, and social media channels
  • Monitor, organize and track responses to RECOFTC’s general mailbox at [email protected]

Events Organization

  • Support planning and implementation of national, regional and international events hosted by RECOFTC or involving RECOFTC, including logistics, travel, coordination of travel documents, accommodation, meals, contracting, exhibit production
  • Continuously and independently identify and resolve problems, seeking support and advice from KMITSC managers, as needed
  • Independently liaise and collaborate with partners engaged through formal and informal agreements, such as Letters of Agreement, including high-level officials and their offices
  • Support events and exhibits

Administrative support

  • Provide administrative and secretarial support to the Director and Managers of KMITSC
  • Schedule, prepare agendas and take minutes of activities involving the Director of KMITSC and Managers
  • Prepare correspondence and administrative reports
  • Support and maintain KMITSC filing systems and service provider databases including translators for country offices
  • Provide rapid Thai translations when required and check the quality of Thai translations
  • Perform other tasks assigned by the KMITSC Director and KMITSC Managers

Qualifications and experience

The Program Support Officer will have the following essential and desirable qualifications and experience:

Essential

  • Bachelor’s degree in related fields
  • Five years’ experience in administration, within the areas of communication and or information management
  • Hands-on experience and ability to work independently with minimum supervision
  • Knowledge of finance software
  • Fluency in spoken and written English and Thai languages
  • Ability to work in multi-disciplinary teams and cross-cultural environments
  • Excellent interpersonal communication skills
  • Strong team player
  • Thai national only

Desirable

  • Understanding of natural resource management
  • Ability to use databases, desktop publishing software and content management systems
