The Mixed Migration Centre

Part of DRC, the Mixed Migration Centre (MMC) is a leading source for independent and high-quality data, research, analysis and expertise on mixed migration. The MMC aims to increase understanding of mixed migration, to positively impact global and regional migration policies, to inform evidence-based protection responses for people on the move and to stimulate forward thinking in public and policy debates on mixed migration. The MMC’s overarching focus is on human rights and protection for all people on the move. The three overall objectives of the MMC are:

  • To contribute to a better, more nuanced and balanced understanding of mixed migration (knowledge)
  • To contribute to evidence-based and better-informed migration policies and debates (policy)
  • To contribute to effective evidence-based protection responses for people on the move (programming)

The MMC is a global network, with regional hubs DRC offices in Africa, Asia, Europe and Latin America, and a small global team. The MMC is part of, and governed by, DRC. While its institutional link to DRC ensures MMC’s work is grounded in operational reality, it acts as an independent source of data, research, analysis and policy development on mixed migration for policy makers, practitioners, journalists, and the broader humanitarian sector. Purpose of the consultancy

MMC seeks proposals from a consultant/individual with strong project management skills to lead a project on Climate change and mobility in the Middle East: State of knowledge.

Background

Dominated by desert and arid or semi-arid lands, the population of the Middle East (considered here to cover Bahrain, Iran, Iraq, Jordan, Kuwait, Lebanon, Oman, Palestine, Qatar, Saudi Arabia, Syria, United Arab Emirates, and Yemen) has long lived with a challenging climate. However, with climate change the threats have grown. Efforts to adapt to these threats must be undertaken within the region’s complex geopolitical context, political instability, with active violent conflict in some places, and longer-term demographic changes.

Migration and mobility are key considerations with regard to climate change impacts, and in the Middle East, a region of large-scale internal, intra-regional and inter-regional migration, where the migration profiles of individual countries vary enormously, the implications are likely to be varied and complex.

The Mixed Migration Centre seeks to assess the state of knowledge on climate change impacts on mobility and migration dynamics in the Middle East and provide a foundation for further research to fill evidence gaps for policy and programming.

The specific objectives of the project are to:

  • Conduct a context analysis to understand key dynamics in the region beyond mobility and climate change
  • Summarise existing knowledge on migration and displacement within, from and to the region
  • Identify key climate change impacts in the region (current and future)
  • Collate evidence on climate-related mobility phenomena and trends in the region
  • Identify locations where climate change effects are likely to impact – or are already impacting – mobility, in order to inform the choice of locations for future data collection and research
  • Identify key information gaps on the links between climate change impacts and mobility, where additional research is required to improve policy and programming

In researching climate mobility, MMC focuses on impacts, experiences and decision-making at the individual and household level, aiming to provide insights on how people process and respond to the challenges of climate change, within the realm of migration.

The project will culminate in a research report and expert validation workshop.

Objective of the consultancy

The primary objectives of the consultant will be to manage the project, build a network of experts, and support research activities.

Scope of work

The consultant is expected to

  • Oversee grant management, i.e. budget monitoring, project reporting, with the support of DRC and MMC staff
  • Contribute to the organization of research, including but not limited to: organization of travel, meetings and interviews, and the final validation workshop
  • Develop a network of regional expertise on mixed migration, and on climate impacts on mobility
  • Be the main contact point between MMC and DRC on project implementation and administration
  • Support research activities: contribute to the desk review, interviews, and analysis, as requested
  • Number of working days: approx. 65 days
  • Estimated start date of consultancy: 2 Jan 2024
  • Date of submission of the final report: 15 March 2024
  • End date of consultancy: 30 April 2024

Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than five months from the signature of the contract, otherwise a deduction on payment shall be made against the deliverable.

The consultant shall be prepared to complete the assignment no later than 30 April 2024.

Payment schedule:

30% upon satisfactory receipt of the inception report detailing the timeline.

60% upon the submission and acceptance of the research report.

10% at end of the consultancy period, upon acceptance of the validation workshop report and a narrative report.

Eligibility, qualification, and experience required

Essential:

  • A minimum of three years of experience in project management, including budget management
  • Experience in managing and conducting research
  • A proven knowledge and understanding of the Middle East context, particularly with regard to migration and/or climate change, preferably involving experience in the region
  • Excellent organisational skills
  • Excellent command of spoken and written English
  • Understanding of the migration and climate change challenges in low to medium-income countries;
  • Sound understanding of the research tools and methodologies, including analysis;
  • High capacity for organization and coordination, as well as an ability to work with a high degree of independence in an international team environment.
  • Ability to structure complex insights into written and visual products that bring out key features and enable decision-making
  • Access to relevant stakeholders in the Middle East.
  • Candidates should have excellent written and oral communication skills.
  • Excellent analytical and reporting skills. A list of publications an advantage.

Technical supervision

The assessment shall be completed in close cooperation with MMC’s Global Team as well as colleagues in DRC’s Middle East Regional Office, under the supervision of the MMC Global Team.

Location and support

The assignment will be based at DRC’s Middle East Regional office in Amman, Jordan. MMC and DRC will only provide office space. Accommodation, logistics and travel are at the cost and responsibility of the consultant. The consultant will provide a computer and mobile telephone.

Travel

The consultant will be expected to work primarily in Amman, and to be present at the end-of-project workshop. Travel costs will not be covered separately but must be included in the budget for the consultancy.

Also DRC will have no obligation of individual insurance where the consultant shall be responsible for individual insurance and health care.

Where, the consultant will be responsible of all running and operational cost including but not limited to, taxation registration, travel cost, insurance cost, accommodation, equipment, transportation, etc.
