Context and Background:

The spread of information that is false or misleading – whether by word-of-mouth, media, or otherwise – is an age-old phenomenon. But advances in technology, increasing access to both traditional and social media, and changes in how people interact with information are propelling the spread of false information at a speed and scale not seen before. Whether it is mis- or dis-information, rumours, hoaxes, or simple misinterpretations, ‘information disorder’ divides societies, undermines democracy and threatens our health and well-being.

North Africa countries have been swept by a wave of unrest that has many causes but can especially be attributed to the high levels of unemployment, stagnant poverty, and autocratic regimes that have stifled the region for decades. These events have been marked by a widespread of mis/disinformation promoting divide, undermining democracy and threatening health and well-being across the region.

In this context, BBC Media Action is working in collaboration with international organisations to respond to the spread of mis/disinformation across North Africa. In Tunisia, BBC Media Action is implementing a media project entitled “Tackling the spread of mis- and disinformation in times of crisis for a more informed society” funded by BMZ and in collaboration with the GIZ and national media partners. We are also expecting a similar funded project by the UNDP in Libya. Under these projects, BBC Media Action seeks to strengthen the capacities of national key stakeholders to better respond to the ongoing spread of mis/disinformation.

To this end, BBC Media Action seeks to engage a consultant/ a team of consultants to undertake the development of a comprehensive training module/curriculum (in English/Arabic) for media professionals in close consultation with BBC Media Action and its partners. The supplier will also be requested to adapt five videos designed by Cambridge University to tackle mis/disinformation to the Tunisian & Libyan contexts.

Requirements for experience and qualifications of consultant, or assigned team

  • A post-graduate or equivalent qualification/ degree in journalism, content production, social sciences or any other relevant discipline.
  • At least 5-7 years of prior work experience in the field of training, journalism, content production, digital and media literacy etc. especially in the regional and international context. · Demonstrated knowledge and experience in conducting training need assessments and developing training modules/curriculum, training materials etc.
  • Demonstrated experiences and skills in facilitating stakeholder/working group consultations and training. ·
  • Relevant regional and international experience. ·
  • At least 5-7 years of prior work experience on audio-visual recording, editing, and media production; clear understanding of the technical aspects of video making process including animation.
  • Experiences on using different tools and techniques in developing appropriate and quality audio-visual products.
  • Excellent writing, editing, and oral communication skills in English and Arabic.
