CONTRACT TYPE: Fixed-term for four years

HOURS (FTE): Full Time – to a maximum on 36 hours per week (dependant on the contracting location)

DEPARTMENT PURPOSE: This Department is tasked with managing and driving the continuous improvement of the Secretariat’s work in the areas of Safeguarding, Finances, People, IT Systems, Fraud and Risk and Legal. It ensures these functions provide efficient, safe and feminist operations and enable the confederation to have greater impact by ensuring the resources entrusted to OIS are appropriately used and provide effective support. The Operations Department coordinates these functions across the Confederation to facilitate greater efficiencies and harmonization and consolidating key operational data; provides support and relevant information OIS managers; and offers operational support to countries and regions in close partnership with Executing Affiliates (and the future EA Unit, once established).

TEAM PURPOSE: The People & Culture function provides thought leadership in the areas of HR, Culture, and Diversity and Inclusion as well as and operational support across the Confederation, OIS, and countries and regions. The People Partner Team works with key stakeholders across OIS to provide day to day HR solutions across the areas of employee relations, reward and benefits, and employee experience. The team also works to identify trends, gaps, and areas for improvement across the People & Culture function and collaborates to design proactive solutions to support the delivery of the HR strategy.

JOB PURPOSE: The people and culture agenda is fundamental to the transformative change that we seek within the OIS and the wider Oxfam confederation. The People and Culture Director will be a strategic and experienced hands-on leader for the Human Resources and Culture communities in the OIS, and able to lead, highly influence and motivate confederation HR Directors to drive consistency in people process and practices and create HR solutions for One Oxfam in line with Oxfam’s strategic vision.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Oxfam International Secretariat (OIS)

  • Provide strategic vision and guidance for the OIS and ensure that the Secretariat’s leadership and People and Culture functions operate efficiently and effectively and in consistency with our values.
  • Provide strategic HR Business Partnership for the OIS Executive Team; partner with them on matters of organisational design, culture, and employee experience, provide the strategic vision for HR across the OIS and provide key HR related OIS management information
  • Lead the People and Culture OIS team, aligning team objectives with organisational goals and global HR priorities with accountability for the delivery of the OIS employee experience
  • Accountable for the annual OIS People and Culture budgets
  • Develop and implement strategies to increase Diversity and Inclusion within the OIS and support this in the wider Oxfam confederation
  • Ensure the OIS is able and equipped to play its role in providing people and culture operational support, alongside the EA Unit, to countries and regions
  • Sponsor the implementation of effective continuous improvement systems and projects to enhance the quality and value of HR services provided within OIS and to key stakeholders in the confederation
  • Ensure strong and sustainable competence at all levels of OIS by overseeing the implementation of sound talent management, learning and development, and succession plans
  • Lead on building and maintaining relationships with employee representative groups such as the OIS SFLT and AOSA, providing rationale and processes for change, considering the influence of staff voice
  • In partnership with the OI ED and OI Executive Team, delivering change processes within OIS, and convening and enabling a consistent people approach in Confederation wide change processes (countries, regions) providing guidance on methodology and best practice
  • Oversee the management and implementation of the OIS HRIS, with a view to global rollout
  • Leverage innovative, creative thinking to build relationships and influence and negotiate complex and contentious HR issues as they arise

Oxfam Confederation

  • Lead the confederation affiliate HR Directors, convening and enabling effective leadership of Human Resources across and for the Oxfam confederation
  • Convene and enable the Oxfam people and culture community to develop and effectively implement a Global People and Culture strategy in line with Oxfam’s vision and mission and based on the 2030 Strategic Framework and the Diversified Network as model
  • Enable and convene plans and delivery of culture change and the creation of a diverse, enabling and future-oriented global work environment with increased leadership from the global south in the Oxfam International Secretariat (OIS) and across Oxfam
  • Convene and enable the Oxfam people and culture community to develop a talent and resourcing strategy to enable Oxfam to attract and retain the best staff in the short, medium and long-term
  • Drive innovation around HR systems and processes within the confederation, working closely with relevant partners such as Global IT
  • Promote positive cultural change, embodying and championing the values and feminist principles, within OIS and the wider confederation with a purpose of maintaining a healthy working culture, supporting programs and initiatives related to employee engagement
  • Ensure that Oxfam people and the culture community works together collectively and collaboratively across OIS, affiliates, countries and regions, and has strong working relationships with safeguarding, gender and other teams that are key in the people and culture strategy
  • Oversee, advocate and drive confederation-wide integration of key HR systems, policies and processes and the co-ordination of best practice HR across the confederation

EXPERIENCE, KNOWLEDGE & COMPETENCIES

ESSENTIAL

  • A qualified HR and change leader with proven senior HR management experience, who has developed and led transformational organizational change and managed and developed HR teams ideally in an INGO context
  • Academic degree, ideally at master’s level, in Human Resources Management, Business Administration or equivalent, from a recognised institution of international repute
  • Substantial and demonstrable relevant HR experience, the latter of which should comprise of minimum 10 years of international experience across cultural and legislative boundaries in a senior HR role.
  • Significant and substantial experience of leading international, and virtual, Human Resources teams
  • Experience in managing strategic and complex projects including learning and organizational development, culture change, recruitment and succession, reward harmonization and employee relations
  • Demonstrable strategic, creative and diplomatic leadership, management and coordination skills in a complex networked and matrix setting, requiring a high degree of negotiation and conflict mediation
  • Good understanding of budgeting and general financial management

Key Attributes:

  • Strategic individual with the ability to engage with key stakeholders to develop a compelling vision, while at the same time a pioneer in setting up operations
  • Ability to strengthen and execute the vision with their own team of HR professionals and HR leads across affiliates, coordinating and overcoming barriers when things become ‘stuck’
  • Agile and engaged, with demonstrated strong and coordinated leadership
  • Ability to handle complexity, unpack it, and dive deeper with positive enquiry skills to explore blockages
  • Ability to engage in the most appropriate way, demonstrating deep listening to facilitate understanding of messages
  • Strong influencing skills – engages and collaborates, with cultural and interpersonal sensitivity, demonstrating
  • Excellent written and verbal communication across a range of audiences; fluency in English is essential

Desirable

  • Working knowledge of either French or Spanish is highly desirable
