The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks a Recruiter, to join the Human Resources team. This position is based in Washington, D.C.

Position Summary:

The Recruiter is responsible for providing the highest level of talent acquisition services to support the NED in advancing its mission across numerous markets and professional communities. The Recruiter delivers high quality professional and executive-level candidates and, while guiding hiring managers and candidates through the NED’s recruitment and selection process. The incumbent will proactively source, identify, and recruit candidates to build a diverse pipeline of candidates for current and future needs. This role will focus on developing a strong network with hiring managers, candidates, NED employees, community groups, and professional networking organizations.

Responsibilities:

  • This entails sourcing and screening candidates, coordinating the interview process, and facilitating offers and employment negotiations, all while ensuring candidates have a pleasant experience.
  • Research the best job advertising techniques
  • The recruiter will create and execute recruiting strategies to find talent for various positions within our firm.
  • Perform full lifecycle recruiting of candidates using traditional and non-traditional sourcing techniques.
  • Develop creative sourcing methods to expand visibility and network for potential candidates in a highly competitive market and industry while staying aware of cost-effective strategies that eliminate the need for external recruiters and minimize costs of placement fees.
  • Explore market best practices in recruiting and staffing and implement those that are appropriate to the firm.
  • Develop and maintain strong internal customer and candidate relationships.
  • Maintain our applicant tracking system with accurate and well-ordered documentation on all candidates and candidate sourcing.
  • Manages the full life cycle recruitment efforts: job posting, sourcing candidates, reviewing applications, conducting phone screens, participating in and/or scheduling interviews,
  • reference verifications, and assessments, and all other communications onboarding.
  • Receives and carefully reviews postings for accuracy, post and market career opportunities via web and social media platforms
  • Sources, prescreens candidates,

  • Manages talent assessment processes with key stakeholders to facilitate selection process. Keeps stakeholders informed
  • Supports deployment, implementation, and integration of e-recruitment tools/Applicant Tracking Systems (ATS).
  • Stays abreast of best practices in talent recruitment, development, regulatory compliance, and HR policy.
  • Identifies and develops new recruiting concepts and execute plans. attending virtual career fairs
  • Sources, qualifies, and assesses potential candidates for current and future needs.
  • Recommends and evaluates recruitment tools and methods, such as, job boards, social media, networking events and search firms.
  • Reviews and posts all exempt and non-exempt job postings and employment advertisements.
  • Develops a pipeline for future hiring needs, champions promotion from within.
  • Maintains recruiting reports, interview notes and logs, files, and records.
  • Provides training as needed to hiring managers and staff on recruitment policies and practices.
  • Assists with creation of position descriptions, as needed.
  • Supports the development of HR initiatives, functions, community activities, professional training and development programs, internal HR related processes, and handles ad hoc projects, as assigned.
  • Consult with and coach hiring managers through the selection process, provide overview of pre-screen to hiring managers and make recommendations for candidate interviews.
  • Conduct and document post-interview feedback with hiring managers and candidates.

Qualifications:

  • Knowledge/Experience:

    • Bachelor’s Degree in HR Management or a related field is preferred; relevant experience may be considered as an acceptable qualification.
    • 4 – 7 years of full lifecycle recruiting and talent management experience.
    • 3 + years of experience with high-volume recruitment.
    • Demonstrated experience handling sensitive and confidential information appropriately.
    • Experience within a staffing firm is preferred.
    • SPHR or SHRM-SCP is desirable.
    • Experience recruiting for NGOs and International environments is desirable.
  • Other Qualifications:

    • Excellent MS Office skills.
    • Experience with various Applicant Tracking Systems.
    • Authorized to work in the United States

    • Excellent written and oral communication skills.
    • Commitment to accuracy and timeliness; ability to manage multiple priorities and prioritize effectively, highly organized with a strong sense of urgency and can-do attitude.
    • Strong interpersonal and relationship skills – able to foster and maintain relationships across a broad range of individuals and able to form external strategic alliances and ensure excellent customer service for both hiring managers and candidates.
    • Ability to work independently with a high degree of motivation and initiative.
    • Ability to maintain confidentiality and to exercise good judgment is critical.
