2220 – SENIOR PROGRAM OFFICER/PROGRAM OFFICER, CENTRAL AND EASTERN EUROPE

The National Endowment for Democracy (NED), a federally funded, private, nonprofit grantmaking organization that works to support freedom around the world, seeks a Senior Program Officer/Program Officer for the Europe portfolio. The position is based in Washington, D.C.

Position Summary:

The Senior Program Officer/Program Officer (SPO/PO) will work with the regional director and program staff to manage the Endowment’s grants program for the Central and Eastern European portfolio. The (SPO/PO) will assist in the vetting of proposals and the monitoring and assessment of grants; draft analytical and descriptive material for internal and external offices; track political developments in Central and Eastern Europe and provide programmatic support to senior staff. Prior knowledge of political developments and experience with civil society in Central and Eastern Europe is required.

Responsibilities:

  • Management of a portfolio of grants, including preparation of materials for review at quarterly board meetings.
  • Oversee administrative and programmatic budgets.
  • Review of grant applications.
  • Coordination and engagement with other NED departments to further team priorities.
  • Monitoring of grantees in the field through desk research and periodic travel.
  • Maintain regular communication with grantees, other civil society organizations and contacts in the region.
  • Provide general programmatic support for senior staff in fulfillment of the Endowment’s mission.

Qualifications:

  • Knowledge/Experience:
  • Bachelor’s degree in international affairs or related subject required, Master’s degree or higher preferred.

    • Relevant experience required:
    • Level 5 (PO) 4-7 years
    • Level 6 (SPO) 8-10 years
    • Significant field work experience, study, or travel.
    • The level of responsibility and independence in assigned tasks will increase with experience.
    • Excellent computer skills, including Microsoft Office suite, databases, and other applications.
  • Other Qualifications:

  • In-depth regional expertise in Central and Eastern Europe, with emphasis on one or more countries such as Poland, Hungary, Ukraine, and others.

  • Familiarity with civil society issues and knowledge of civil society organizations and individual activists in Central and Eastern Europe, particularly in Poland and/or Hungary.

  • Grant-making, grant – management or fundraising experience.

  • Fluency in one relevant Central and Eastern European language is required; proficiency in other regional languages will be an added value.

  • Authorized to work in the United States.

  • Competencies:

  • Strong organizational and grant management skills.

  • Excellent written and oral communication skills.

  • Attention to detail and the ability to multi-task.

  • Ability to work in a fast-paced, international office environment.
