CALL FOR CONSULTANCY: RAPID DEPLOYMENT BID CONSULTANT
Oxfam is sourcing external consultants to pre-qualify for rapid deployment to support development of quality bids/proposals to institutional donors primarily in the Asia-Pacific Region.

KEY SKILLS, TECHNICAL BACKGROUND, AND EXPERIENCE REQUIRED
We are looking for consultants with:
- Extensive and demonstrated experience in program/project design in long term development, humanitarian and influencing/advocacy programs in the international development context and in First Nation Programs.
- Demonstrated knowledge and experience of rights-based program design.
- Demonstrated experience in developing and submitting high quality proposals (including narrative and budgets) to institutional donors such as DFAT and the European Union.
- Demonstrated knowledge of institutional donor budget requirements and experience in preparing budgets for submission.
- High quality English language writing skills.
- Demonstrated ability to translate complex concepts and different types of data into coherent proposals.
- Strong analytical skills.
- Commitment to and ability to integrate approaches that promote gender quality and social inclusion in all program designs.
- Ability to work across cultures and with individuals from diverse linguistic backgrounds.
- Demonstrated track record in meeting deadlines.
Prospective consultants are being sought for potential rapid deployment over a 12-month period with potential extension.
Successful candidates will be pre-vetted for deployment following Oxfam’s standard procedures (such as references, due diligence, police checks and codes of conduct).
This information will be retained on file for a period of 12 months after which the candidate may elect to remain on the register with updated data or be removed.
For each specific bid the preferred consultant will be contacted to determine availability with a notice period generally between one to two weeks.
Depending on each opportunity – the actual assignment will typically span two to four weeks and the consultant inputs may be desk-based (in your own location) or may require travel to the field location/country.
How to apply
Eligible candidates are required to submit:
- A brief CV or company profile containing experience relevant to the ToRs.
- Please provide three examples of a successful proposal including:- title, summary (one paragraph), donor, value, location, organization, and role you played in preparing the narrative and budget.
- Total cost for this assignment assuming a 15-day deployment (excluding travel) detailing a daily fee inclusive of professional fee, insurance, pension contribution (as required within the consultant’s jurisdiction) and taxation obligations (VAT, income tax – as required by the consultant’s jurisdiction). Please itemize each cost as requirements vary between locations.
- The cost estimates will remain valid for a period of 6 months from approval of the proposal and thereafter reviewed with the consultant and revised accordingly.
- Please indicate any relevant country experience, organizational experience and language skills.
- Please indicate your home base.
- Please confirm your willingness to be listed in our database for potential deployment and any conditions for deployment either remotely or to countries in the Asia-Pacific.
