This is a regional role working alongside all countries within Asia Pacific region with the Global Hub.

The role assists Regional Finance Director in implementing global and regional financial strategies which support effective and efficient operations of all offices and the region in Asia Pacific, Additionally, the Regional Finance Controller is responsible to coordinate and/or provide training, guidance, and support to all offices in the region to ensure smooth and orderly preparation of plan, budgets accounting, financial reporting, audits, within and outside of financial systems.

Dimensions of Role:

  • Supporting and communicating with more than 10 offices in the Region to provide clarify and ensure processes, reports, schedules, deadlines are timely and accurately met by these offices.
  • The role interacts mainly and regularly with Country Offices’ Finance Managers, their team members, and Global Hub finance team.
  • Main elements of the role are annual budgeting, monthly and quarterly financial reporting, year-end process, and annual external audit of PII.

Accountabilities

Business planning and Budgeting:

  • Clearly communicate business planning instructions, guidelines and milestones within the region which include long-term planning, budgeting and quarterly forecasting.
  • Provide guidance, clarification on annual planning and budgeting to COs, and ensure timely submission to Global Hub.
  • Review CO budgets for completeness, accuracy, adherence to the global instructions and budget allocations, and bring points of concerns to discuss with Regional Finance Director and Regional Finance team.

Accounting and treasury management

  • Provide technical support to country offices in the use of corporate finance system including SAP finance and grants modules, Business Planning and Consolidation (BPC), and technical accounting entries based on accounting standards and PII requirements
  • Liaise and coordinate year endaudits with external auditors, regional/country offices and Global Hub, ensuring timely and accurate submissions of requested information by auditor
  • Provide expertiese in identifying system strengths and weakness and suggest areas of improvement
  • Serve as a resource person for grants administration and resolve issues related to country grants
  • Provide guidance to COsin the preparation and input of the monthly cash flow based on countries’ forecasts
  • Endorse Country Office/Regional Office 3rd party payment requests to Global Hub Treasury
  • Keep and update bank details and bank accounts signatories for the region

Financial reporting

  • Support the Regional Finance Director in review periodic reports such as Budget vs Actual, quarterly financial Key Performance Indicator (KPIs) of COs; and bring any concerns for discussion with RFD andrelevant COs
  • Regularly review and discuss with COs to ensure balance sheet items are kept clean and current.
  • Review, validate and send feedback on annual year-end pack closing schedules and reports
  • Liaise and coordinate year end audits with external auditors, regional/country offices and Global Hub
  • Support the COs in the analysis of corporate financial reports

People Management

  • Identify development needs of COs finance taltens together with RFD and Country Finance Managers, Deputy Country Directors-Operations.
  • Provide coaching, guidance, motivation based on identified needs to COs finance teams, ensuring high performing finance results across COs
  • Support RFD in building Community of Practices for finance and grant management in the region and across PII, sharing knowledge and best practices regularly for continuous improvement of competency across the region
  • Explore best practices that result in efficient finance operations, share them regularly with CO finance teams, and support the implementation of them.

Others

  • May be required to implement special project or work on special/specific assignment or deployment to other country.
  • Ensure that Plan’s Child Protection Policy and related procedures are adhered to in all aspects of the work.

Qualifications, Experience and Education

  • Bachelor’s degree in Finance, Accounting, Business, Computer Science or equivalent relevant work experience
  • Experience 5 years in financial analysis – preferably in development or not for profit sector
  • Strong proven experience in system management, trouble shooting, and capacity building in computerised Financial Management / Accounting software / systems
  • Fluency in English required
