Context:

The Labour Mobility and Social Inclusion (LMI) Division in the Department of Programme Support and Migration Management (DPSMM) is the focal point for IOM`s policy and operational engagement in the areas of labour migration, integration, diaspora engagement and financial empowerment. The LMI Division has the institutional responsibility for overseeing programme development and implementation in relevant thematic areas through a team of experts in Geneva, supported by a network of thematic specialists posted in IOM Regional Offices.

To ensure the coherence of purpose and strategy among the various activities within the organization, LMI specialists work in close coordination with other divisions of DPSMM, as well as colleagues in the Department of Emergencies (DOE). Through research and dissemination of good practices, the LMI Division also keeps the organization, its partners and beneficiaries up-to-date on relevant trends in order to improve project development and the delivery of services to governments and migrants. LMI is responsible for IRIS: Ethical Recruitment, a global, voluntary multi-stakeholder initiative to promote ethical recruitment.

Under the overall supervision of the Division Head of Labour Mobility and Social Inclusion and the direct supervision of the Senior Labour Migration Specialist at IOM Headquarters, the successful candidate will be responsible for assisting with the coordination and implementation of LMI’s portfolio that promotes ethical recruitment, the rights of migrant workers and safe labour migration. The Project Officer (IRIS Policy Network) will also focus on government and civil society under IRIS, working closely with other members of the IRIS Secretariat.

Core Functions / Responsibilities:

  1. Coordinate and implement all aspects of a global IOM project on implementing the IRIS Global Policy Network (GPN) and establishing an IRIS migrant worker voice platform. This includes implementation and monitoring of project activities and targets, administration, procurement and logistics, internal coordination, liaison with donor counterparts, budget monitoring and project reporting.
  2. Coordinate with other IOM Divisions, Regional and Country Offices on project implementation, as necessary. Facilitate internal communication, information sharing, awareness raising and support to assist in strengthening and sustaining the Global Policy Network and advancing civil society-centred engagement that promotes migrant worker voice.
  3. Contribute to the development and implementation of a global communications and outreach strategy, which targets IOM Member States and public authorities at national and sub-national levels, in close coordination with project partners and with the overall aim of increasing global membership of the GPN. Draft and disseminate relevant communications and visibility resources, including website content, information briefs, brochures, social media content, etc. for both government and civil society interlocutors in close coordination with the Media and Communications Division, the donor and partners.
  4. Maintain working relationships with counterparts in government agencies, civil society organisations and international agencies. Contribute to the development of joint statements, advocacy materials, and resource mobilization efforts, as relevant.
  5. Implement project activities specific to the promotion of migrant voice and engagement, in close coordination with the IRIS Secretariat.
  6. Contribute to raising awareness on ethical recruitment.
  7. Monitor and support the implementation of global and regional events, including conferences and workshops that advance project goals. This includes oversight of event logistics and administrative arrangements for the GPN’s Thematic Working Groups and annual all-members meetings and other regular in-person, hybrid, and virtual GPN events.
  8. Provide technical inputs and logistical assistance to support the development, implementation and updating of government-facing awareness and capacity building resources, including online and in-person training modules on recruitment regulation and migrant worker protection. Participate in the development of global guidance resources, aligned with the priorities and perspectives of GPN members.
  9. Assist the LMI Labour Migration Unit with activities related to labour migration and the operationalization of IRIS, in collaboration with its Secretariat.
  10. Undertake duty travel, as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Economics, International Relations, Business Administration, Social Sciences, Law, Development Studies, International Affairs or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in government liaison and engagement;
  • Experience in stakeholder advocacy and engagement, capacity building and working with the private sector, government, civil society and international organisations;
  • Experience in project management and implementation, team work and coordination;
  • Experience in business and human rights, voluntary initiatives in global supply chains, and rights and protections of migrant workers.

Skills

  • Computer literacy, including proficiency in MS Office programmes, social media, knowledge of SharePoint or other collaboration and knowledge management platforms is an advantage;
  • Proven organizational and time-management skills, and attention to detail and quality in all aspects of work;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Excellent knowledge of spoken and written English; working knowledge of French and/or Spanish is desirable.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
