Context:

Under the overall supervision of the Chief of Mission and the direct supervision and technical guidance of the Senior Programme Coordinator (Migration and Health), the Migration Health Officer will be responsible for the day-to-day monitoring, implementation, coordination, and particularly quality control and quality assurance tasks of International Organization for Migration’s (IOM) Health Programming in Yemen.

The Migration Health Officer will provide technical oversight and daily management support to emergency health field teams in designated areas; liaise with the Ministry of Health (MoH), World Health Organization (WHO) and health sector partners; collaborate with other IOM sectors in areas of operation and contribute to program development.

Core Functions / Responsibilities:

  1. Monitor the emergency health response, including supervising and implementing project activities (human resources, medical equipment and supplies, logistics, health infrastructure, health information systems), supervising health teams in IOM-supported health facilities, and facilitating outreach and referral activities.
  2. Supervise and facilitate capacity building of IOM’s health team in the area of responsibility for the continuous provision of quality emergency health programming; provide in-field coordination and ensure the implementation of planned activities; research opportunities for training and professional development; and conduct performance appraisal of emergency health staff using the IOM Staff Evaluation System (SES).
  3. In close collaboration with the field staff, contribute to the development of project management tools such as work plans, procurement plans, Human Resources (HR) plans, and budget/financial projections for each project in designated areas to facilitate the timely availability of material, financial, and human resources required for health response.
  4. Provide technical support to the monitoring and evaluation of health interventions in the field, including contributing to the development of tools that increase effectiveness and improve quality of care, and recommend detailed action plans for implementation.
  5. Support the development and implementation of contingency plans at the field level. This may include supporting supply chain management at the field level and planning for disease-specific preparedness and response activities and conducting supportive supervisory visits.
  6. Assist in the management of Health Information Systems, data collection and in-depth analysis of collected data, draft regular reports (i.e., weekly field reports from the field teams on IOM activities, including key performance indicators.
  7. Check that health services provided at IOM supported mobile and health facilities meet national and international quality standards and facilitate the harmonization of IOM’s activities across different locations in their designated areas.
  8. Remain abreast of changes in MoH policies and regulations that might affect IOM’s operations in the designated areas and check IOM’s adherence to the latest updates from MoH.
  9. Participate in key coordination forums such as the National coordination meetings or sub-national Health Cluster meetings and technical working groups; liaise and coordinate with national and international health and development assistance authorities in respective geographical areas; key counterparts may include the Ministry of Health, WHO, the United Nations International Children’s Emergency Fund (UNICEF), UN Office for the Coordination of Humanitarian Affairs (OCHA), and other stakeholders.
  10. Contribute to IOM resource mobilization efforts by providing inputs on needs, opportunities, implementing partners, operational strategies and financial requirements.
  11. Liaise closely with IOM’s other thematic areas in the country, such as Water, Sanitation and Hygiene (WASH), Protection, Camp Coordination and Camp Management (CCCM) and others, to help integrate and mainstream health into project proposals, tools and strategies where relevant and possible.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Medicine, Health Sciences, Public health, or a health-related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in humanitarian or development programs management or coordination, preferably in the public health field;
  • Previous experience in conflict and outbreak settings;
  • Experience in emergency response and coordination, including supervision of field-based teams and delivery of humanitarian assistance in complex environments;
  • Experience working with international organizations, regional organizations, ministries of health and other governmental entities, the private sector and civil society; and,
  • Experience in analyzing and presenting health data.

Skills

  • Excellent computer skills, especially in MS Office applications such as MS Word, MS Excel, MS Access, Internet Explorer;
  • Knowledge of monitoring and evaluation, and excellent written communication skills (for example, through extensive experience in writing reports); and,
  • Excellent communication, presentation and writing skills with strong computer literacy, especially advanced working knowledge of Microsoft Office.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
