Context:

Within the Department of Programme Support and Migration Management (DPSMM) and the Immigration and Border Management (IBM) Division, the Immigration and Visas (IV) Unit facilitates the rights-based and protection-sensitive implementation of States’ immigration management policies and systems, as part of admission and stay frameworks, such as family reunification schemes, return management and readmission programmes, consular and visa-related operations, amongst others. The work of the IV Unit aims to reduce vulnerabilities in migration by strengthening access to regular migration.

Under the direct supervision of the Senior Specialist (Immigration and Visa), the Project Officer (IBM) will primarily provide technical support and coordinate the activities of the Verification

Solutions and Readmission portfolios. In addition, technical support will be provided to cross-cutting areas and divisional priorities such as the expansion of regular migration pathways, the implementation of the Global Compact for Migration and IOM’s Institutional Strategy on Legal Identity, in alignment with IOM’s mandate.

Core Functions / Responsibilities:

  1. Under the direction of the Senior Specialist (Immigration and Visa), coordinate the activities of the document verification portfolio, with a focus on global and multi-regional document verification projects, liaising with counterparts and country offices, monitoring, evaluation, budgetary monitoring, and supervising relevant support staff.
  2. Contribute to the expansion of document verification programming by summarizing feedback, drafting segments of proposals, and liaising with interested Member States to provide information on project development opportunities and outreach initiatives, in close coordination with IBM Regional Thematic Specialists (RTSs).
  3. Propose enhancements for document verification programming, such as recommending the development of ICT tools, monitoring and evaluation, and suggesting capacity development activities for country offices, project counterparts, and relevant local authorities involved in project implementation.
  4. Assist in the drafting of materials focused on rights-based readmission cooperation and capacity building, with a view to strengthening related programming and outreach activities, and working to link them to admission facilitation, consular support and the promotion of regular pathways.
  5. Provide technical support and information to the Head of the IV Unit for the internal coordination amongst relevant thematic areas, including with PxD and IML on the full spectrum of rights-based return management.
  6. Act as focal point for technical support and information for the development of IBM-IV initiatives centered on legal identity as a cross-cutting area, with a focus on admission, registration, readmission and document verification, including supporting the roll-out of the Institutional Strategy on Legal Identity, in close coordination with the Head of the Legal Identity Unit.
  7. Maintain close liaison with IBM RTSs to assist with the development of programming related to consular support and cooperation, as well as its link to the provision of access to legal identity for migrants.
  8. Support other areas of IBM-IV programming by drafting presentations, communications and outreach materials aimed at strengthening the IV portfolio, supporting country offices and undertaking travel duty.
  9. Assist with initiatives under the coordination of the IBM Policy Officer, drafting papers, briefing notes, and talking points, as required, with a focus on the Policy Coordination Committee priorities and thematic areas such as regular migration pathways, legal identity, and the future of cross-border human mobility.
  10. Contribute to IBM-IV’s involvement in the UN Network on Migration (UNNM) and the Migration Governance Indicators (MGI), as part of the institutional efforts to implement the Global Compact for Migration and strengthen migration governance.
  11. Conduct research on best practices and current issues related to IV themes, including rights-based approaches for admission and stay, registration, and readmission dialogue and cooperation, amongst others.
  12. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Migration Studies, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • At least four years (two years for master’s degree holders) of professional experience on migration-related issues or multilateral organizations;
  • Previous experience preparing talking points, delivering trainings and presentations.

Skills

  • Demonstrated organizational skills;
  • Ability to timely understand the Organization’s structure and portfolios;
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
  • Proven ability to produce quality work accurately and concisely according to set deadlines;
  • Good knowledge of the GCM and related processes such as the UNNM;
  • Good knowledge of migration aspects of SDGs, and other relevant international documents.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of French is an advantage.
