Position Summary

Momentum Wheels for Humanity seeks a Project Coordinator to lead on the programmatic and logistical coordination required for the project Building Capacity for Disability-Inclusive Climate-Related Disaster Risk Reduction, Response, and Recovery in El Salvador, funded by the United States Agency for International Development (USAID). Under the direction of the LAC Regional Manager and with the support of the Project Officer, the Project Coordinator will be responsible for leading activity implementation, in close coordination with governmental ministries and disabled persons organizations (DPOs). Only candidates with work authorization in El Salvador will be considered; relocation benefits will not be provided.

About the Project

In El Salvador, the government is working to harmonize its laws with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) provisions; however, there are notable gaps in national policies for disaster risk reduction, early warning communications systems, and emergency personnel capacity to support persons with disabilities in emergencies. As climate change continues to bring more extreme weather patterns and natural disasters to El Salvador, there is an urgent need to address these gaps. The goal of this project is to bolster the resilience of persons with disabilities to the effects of climate change by strengthening national and regional capacity for disability-inclusive disaster risk reduction, response, and recovery in El Salvador**.**

This two year project will achieve the following objectives: 1) Engage persons with disabilities, women, and other marginalized groups to review national policies and procedures for disaster risk reduction and response, including evacuation procedures and sheltering, 2) Amend and develop disaster risk reduction and response communications materials for disability inclusiveness, with an emphasis on accessible early warning systems for extreme weather events, 3) Build awareness and capacity of national emergency response personnel to support persons with disabilities in disaster risk reduction, response, and recovery, and 4) Promote the inclusion of assistive technology as part of community preparedness to facilitate disability-inclusive search and rescue and evacuation.

Expected Duties and Responsibilities

Reporting to the LAC Regional Manager, the Project Coordinator will be responsible for performing the following primary tasks, as related to project management and monitoring, evaluation, accountability, and learning (MEAL):

Project Management Tasks

  • Support the LAC Program Manager, as requested, in coordinating with MWH HQ, MINSAL, Civil Protection, and DPOs to ensure that program activities are implemented in accordance with the approved work plan, within the prescribed time frame and budget
  • Lead the implementation of project activities in coordination with local staff and MWH HQ
  • In coordination with LAC Regional Manager manage relevant stakeholder relationships in El Salvador; proactively addressing concerns and escalating issues to MWH in a timely manner
  • Oversee project sub-partners and technical consultants to ensure that activities are implemented according to the workplan, and targets are being met
  • Ensure compliance with USAID regulations and funding parameters in all aspects of activity implementation and proper use of MWH and USAID resources
  • Lead the preparation of quarterly donor reports for USAID and respond to ad hoc reporting requests from USAID, MWH, or other key stakeholders
  • Work with the Programs Officer to ensure that in-country trainings, events, and stakeholder engagements are well-organized and aligned with program objectives and activities
  • Oversee the sourcing and procurement of project supplies as needed and in line with donor rules and regulations and MWH policies and procedures
  • Support in the production of information and communications materials as required
  • Maintain project files and electronic data according to MWH policies and procedures
  • Provide other support as needed

MEAL Tasks

  • Collection of required programmatic monitoring and evaluation data and ensure effective systems and processes are in place to monitor and evaluate project outcomes, in coordination with MWH HQ
  • Develop and update project monitoring plans (PMPs), theory of change, and causal logic result frameworks for all projects in El Salvador.
  • Develop and update appropriate data collection tools (electronic and paper forms) to ensure coherency in indicator tracking across project sites and partners and to achieve the project’s learning goals
  • Conduct trainings for relevant staff and partners on data collection, management, and reporting tools and protocols
  • Participate in trainings facilitated by the El Salvador USAID Mission’s MEAL team, and integrate learnings into MWH’s MEAL operations as relevant
  • Manage and support the collection, management, and analysis of project data, including sub-awardee and partner data, in line with USAID/other donor and MWH guidance as well as general best MEAL practices
  • Ensure that data collection systems and mechanisms comply with internal and donor standards for data validity, reliability, and security
  • Provide and consolidate inputs for internal and donor reporting and compliance requirements
  • Provide other support as needed

Minimum Qualifications

  • Bachelor’s degree or equivalent in international development, international relations, global health, public health, health management, or related fields; advanced degree preferred
  • Minimum 5-7 years of relevant experience in project management, preferably in the field of international development and/or global health
  • Demonstrated success in activity planning, implementation, monitoring, and reporting
  • Prior work on USAID-funded project and familiarity with USAID rules and regulations preferred
  • Excellent verbal and written communication skills, including public speaking and presentation skills
  • Ability to manage finances with integrity and to support others in doing so
  • Ability to liaise and negotiate with external agencies, including government officials
  • Good organizational and time management skills
  • Strong interpersonal skills, and ability to work independently and in a team of people with diverse backgrounds
  • Proven ability to take initiative in finding solutions to complex challenges
  • Experience using Excel and other tools for data collection and analysis purposes
  • Excellent computer skills with practical experience using Microsoft, Outlook, DropBox and other computer applications
  • Fluency in Spanish and English
  • Excellent oral and written communication skills
  • Excellent written organization and drafting skills
  • Willingness to travel locally for project activities as needed

Preferred Qualifications

  • Prior work experience with an international technical assistance implementer in El Salvador
  • Understanding of national health and civil protection systems
  • Experience in disability inclusion and/or disaster response
