BACKGROUND

Successful leadership of community-based organizations (CBOs) in strengthening national public health information systems (PHIS) in Ukraine has been proven since 2012 when PEPFAR began the development and implementation of an HIV management information system (MIS HIV). MIS HIV compiled electronic medical records on HIV, TB, and medication assisted treatment (MAT) clients and was renamed to information system “Monitoring socially significant diseases” (IS MSSD). IS MSSD is the most advanced information system (IS) operating in the Ukrainian Public Health sector. It allows data analysis for decision-making and generates national and international reporting, including PEPFAR reporting. This NOFO will aim to use the unique expertise of communities in PHIS improvement. The leading potential of communities will be used for strengthening and improvement of the entire PHIS in terms of planning, monitoring and evaluation (M&E), data standardization, and interoperability. Simultaneously communities will be improving results of their own HIV prevention, care, and treatment using innovative mobile applications, electronic instruments, and tools (MA EIT), and an HIV hotline.

SCOPE OF WORK

The Consultant will work collaboratively with the Business Development team and in-county experts to author Project HOPE’s application for CDC/HIV Information Systems Strengthening (PEPFAR) opportunity. The Consultant is expected to:

  • Produce annotated outline for review and approval;
  • Coordinate inputs from subject matter experts (internal team members and external stakeholders) to prepare material for proposals, including interviewing technical experts and/or reviewing and revising text prepared by technical experts;
  • Deliver and finalize draft components according to schedule
  • Compile input from review team on the first draft in a two to three-day time period
  • Submit second draft to review team
  • Compile input from review team on the second draft in a two to three-day time period
  • Submit third draft to review team
  • Compile input from review team on third draft and send to BDM for final review and editing
  • Attend proposal development meetings as requested
  • Work with proposal development team on deliverables
  • Other duties as assigned

CONSULTANCY REQUIREMENTS

  • Experience writing proposals of similar scope with CDC and/or HHS;
  • Knowledge of HIV issues in Ukraine;
  • Understanding of health information systems;
  • Knowledge of Ukrainian language desired.
