Context:

IOM’s ability to rapidly respond to a humanitarian crisis is an essential aspect of the Organization’s emergency response operations. As the number of humanitarian crises increases in the world, it can become challenging to mobilize IOM’s human resources to ensure that proper staff with the right profile and experience are being deployed; therefore, the ability to deploy internal (Roster) and external surge (Standby Partnership Programme) plays a critical role in the success of our past and current emergency response programmes.

Under the overall supervision of the Director, Department of Operations and Emergencies, direct supervision of the Senior Emergency Preparedness and Response Officer and the technical oversight of the Head of PRD at Headquarters, the successful candidate will be responsible for providing administrative facilitation for the execution of surge support across the different regions of operations in the areas of emergency and crisis preparedness, mitigation and response in natural disaster and conflict settings. Surge support includes external deployments through the Stand-by Partnership (SBP) mechanism as well as support to the focal point of DOE to the Deployment Roster.

Core Functions / Responsibilities:

Internal Surge – Roster

  1. Provide administrative and logistical support to country offices and/or regional offices especially missions in emergency scale-up in identifying possible profiles for surge deployment (TDY, STA, AFS, Consultancy) IOM operations requiring DOE support through different surge modalities.
  2. Assist with the onboarding process of surge deployment in close coordination with COs and ROs.
  3. Track Country Office deployments as necessary and follow up with MHRO, OHU, and DFM-ESU and other necessary support units to help facilitate deployments.
  4. Support day-to-day meetings with MHRO, ICT, and other Deployment Roster focal points by compiling and providing information that enhances the platform with the DOE-required upgrades and developments.
  5. Communicate with and respond to more straightforward questions from applicants and DOEvetters and requesters in the Roster platform.
  6. Update/maintain surge deployment trackers and databases as applicable to DOE.
  7. Provide data for the surge support (Roster and SBP) communication updates using and extracting data drawn from the Roster.
  8. Participate in administrative and logistics activities for the planning and organization of roster workshops.

Standby Partnership (SBP) Programme

  1. Provide administrative support to DOE SBP focal points on the requirements for SBP deployments requested by IOM offices (Country, Regional and HQ Offices) in close coordination with the requesting office’s HR/administrative officers as well as SBP partners’ focal points.
  2. Follow-up with IOM support units/focal points to help improve systematic workflow in onboarding an SBP deployment.
  3. Under supervision and guidance, draft portions of performance reports, presentations, SBPA agreements, guidelines, and activity reports on SBPs according to IOM requirements.
  4. Check if invoices are paid and IOM obligations met with regard to reimbursable loan-agreements with SBPs, and bring issues to the immediate attention of the supervisor.
  5. Update/maintain SBP tracker and other databases on Standby Partner surge requests and deployments, which serves as a source to analyse and identify trends and gaps in expertise.
  6. Participate in the administrative planning and preparation for workshops, meetings and information requests for the SBP Network.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in migration, social science, human resources management, development studies or a related field from an accredited academic institution, or;
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Experience in emergencies in the field of preparedness and response;
  • Experience in migration and crisis issues including project support or implementation;
  • Experience in human resource management activities, particularly in IOM/UN;
  • Experience working at an international level with the UN, international organizations, and non-government organization and in complex humanitarian operations, including conflict and post-conflict situations is highly desirable;
  • Experience in the usage of office software packages (MS Word, Excel, etc.,), database development and/or maintenance, and knowledge of spreadsheet and data analysis.

Skills

  • Good knowledge of UN and bilateral donor programming and reporting;
  • Good knowledge of IOM HR rules, regulations and processes;
  • Knowledge of IOM financial rules and regulations; and,
  • Knowledge of the broad range of migration-related subject areas dealt with by the organization.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) [please delete the language already mentioned as required] is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
