POSITION SUMMARY

IREX is seeking a Program Management Consultant based in Mexico to coordinate with IREX headquarters and local partners to support the successful implementation of a program in Mexico under IREX’s Communities & Governance practice. Responsibilities day-to-day include program implementation, oversight of partners and subgrantees, networking with stakeholders in Mexico, and contributing to programmatic reporting and communications. Providing overall managerial leadership, the program manager will ensure targets are met or exceeded. The Program Management Consultant will foster strong relationships with relevant local/international partners and will work closely with IREX headquarters staff.

The program is designed to support community worker engagement and capacity by providing urgent resources and information about migration and COVID-19 to internal migrant workers in export-oriented agriculture and establishing systems for coordination and learning on the export-oriented agriculture sector over the longer term. The program aims to provide internal migrant agricultural workers and their families with information and knowledge about services to migrate more safely. It will also support communities to build stronger support systems for vulnerable workers.

The consultancy period will last until February 28, 2023 for an approximate total of 90-100 working days dependent of final scope of work. For the purposes of this consultancy, a working day consists of 8 hours. IREX may extend the consultancy without further competition, pending future funding.

GENERAL DUTIES & RESPONSIBILITIES

  • Manage day-to-day implementation of the Ambulantes project in Mexico, including strategic and technical leadership;
  • Ensure project activities are implemented at a high level according to the program’s standards, on schedule, and continuously improving; and
  • Other duties as assigned

PROJECT-SPECIFIC DUTIES

  • Serve as primary contact for subgrantees on technical performance and products, including programmatic, financial, and monitoring and evaluation reporting;
  • Lead development of subgrant scopes of work and budgets, in coordination with headquarters staff;
  • Lead partnership building and network strengthening for IREX and Ambulantes in Mexico including maintaining effective partnerships with local, regional, and international organizations, including CSOs, to advance opportunities for the program;
  • Provide input to internal/external reports, presentations, and other products;
  • Support project budgeting and financial management, as needed in coordination with headquarters;
  • Ensure that all operations are in compliance with IREX, Mexican, and the donor’s regulations;
  • In coordination with IREX headquarters, establish and ensure implementation operational policies, security protocols, and other procedures for the program;
  • Contribute to IREX’s overall goals and priorities on safe migration initiatives globally and other opportunities in Mexico, as needed; and
  • Other duties, as assigned

MINIMUM QUALIFICATIONS

  • A Bachelor’s degree in a related field;
  • 5 + years of work experience;
  • Proven leadership qualities and excellent management skills including a successful track record of supervising, managing, and implementing donor-funded projects;
  • Ability to establish strong working relationships with civil society organizations, and private sector firms, international organizations, and other stakeholders;
  • Experience working with migrant laborers or migrant-serving organizations and/or knowledge of issues related to migrant labor in Mexico, preferred;
  • Outstanding interpersonal and intercultural skills, along with clear communication skills, both oral and written;
  • Proactive and comfortable with contemporary digital platforms for collaboration and communication;
  • Demonstrated ability to track and manage budgets;
  • Ability to communicate professionally and provide written reporting in both Spanish and English, required;
  • Proficient in Microsoft Office products;
  • Citizens/nationals of Mexico are strongly encouraged to apply;
  • Legal right to work in Mexico– no visa sponsorship will be provided for this consultancy

PHYSICAL DEMANDS

  • Tasks involve some physical effort, i.e., some standing and walking, or frequent light lifting (2.5-5kg.); or minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment. Tasks may involve extended periods of time at a keyboard.
  • Extended period of sitting at a workstation or desk. Manual dexterity to work efficiently on a computer keyboard.
  • Task requires: Sound perception and discrimination, visual perception and discrimination, oral communication ability.

WORK ENVIRONMENT

This consultancy will be performed remotely as IREX will not have a physical office space in Mexico.

RENEWAL

IREX reserves the right, based on availability of funding and consultant’s performance, to enter into subsequent contractual agreements with the selected consultant for a period of up to 2+ years without issuing a new request for quotes.
