Consultant Terms of Reference

Title: Needs Assessment Consultant

Dates: September 1st 2022 through September 30th 2022

Location: Mexico City, Mexico

Contractor will be based in Mexico City, and will provide consulting services over the period of one

month between September 1st 2022 through September 30th 2022.

Purpose and Objectives

• Identify LGBTIQ asylum seekers and refugees in Mexico City area.
• Conduct needs assessment among individuals in the study.
• Identify key areas where ORAM can meet the needs of this vulnerable community.

Specific Activities and Deliverables

• Outreach to refugee shelters, community centers, groups, (any other examples) with
• connections to LGBTIQ asylum seekers and refugees
• Identification of approximately 50 LGBTIQ asylum seekers and refugees in Mexico City.
• Conducting in-person interviews with community members to identify their needs and
• challenges.
• Draft report on findings to inform ORAM’s programming on the ground.

Skills and experience we’re seeking

• Knowledge and understanding of issues facing LGBTIQ asylum seekers and refugees
• Internationally including the asylum system in Mexico;
• Experience conducting needs assessments in the field;
• Proven ability to work with diverse communities;
• Dedication to inclusion of marginalized communities;
• Empathy and professionalism;
• Ability to work independently;
• Strong outreach skills;
• Native / fluent Spanish;
• Good verbal and written communication skills in English;
• Discipline, strong organizational skills and attention to detail required.
