The NGO Working Group on Women, Peace and Security (NGOWG), a project of Tides Center, is an independent advocacy coalition of 18 international NGOs that advocates for women’s rights and the full, equal and meaningful participation of women in all aspects of international peace and security. Our members work directly with women and women’s rights organizations in conflict and post-conflict situations around the world, and represent a broad spectrum of fields across the women, peace and security (WPS) agenda, including human rights, women’s rights and gender equality, humanitarian assistance, disability rights, displacement, reproductive rights, disarmament, LGBTQI+ rights, and more.

Formed in 2000 to call for a Security Council resolution on WPS, the NGOWG focuses on the implementation of all UN Security Council resolutions that address the WPS agenda. The NGOWG is the only actor of its kind working on WPS issues at United Nations (UN) Headquarters, providing regular expert policy guidance on WPS, monitoring the daily work of the UN Security Council, and serving as a bridge between women human rights defenders and peacebuilders working in conflict-affected situations and policymakers in New York.

POSITION SUMMARY

The NGOWG is seeking a dedicated, experienced and meticulous quantitative and qualitative researcher to produce cutting-edge research and policy ideas related to the WPS agenda. This position is a unique opportunity to work with a small and dynamic team to influence peace and security policy-making at the highest levels and contribute to the advancement of women’s rights in conflicts and crises across the globe.

The Program and Research Manager reports to and works with the Executive Director and alongside the Program and Advocacy Manager to lead the research efforts of the NGOWG. The Program and Research Manager is primarily responsible for:

  1. Managing the research and analysis of the NGOWG, including the Monthly Action Points (MAP) project, analytical policy briefs and country-specific gender analysis as relevant, as well as contributing research to all advocacy-related activities.
  2. Managing and contributing to the monitoring and evaluation, strategic planning, fundraising and grant reporting of the NGOWG.
  3. Supervising, training and managing fellows or temporary research staff and consultants, as relevant.

The Program and Research Manager contributes to the ongoing work of the NGOWG, including participating in regular meetings, communicating with members, assisting with publications, and handling other tasks as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage Research and Analysis: Manage research and analysis efforts, including the Monthly Action Points (MAP) project, analytical policy briefs, country-specific gender analysis, qualitative and quantitative analysis of the work of the UN Security Council, and contribute research to all advocacy and publications. Oversee and edit for publication, analysis completed by the fellows/other staff as relevant. Responsible for providing additional technical expertise and research assistance related to special projects or NGOWG activities.
  • Support Advocacy: Assist in planning and implementing advocacy and awareness raising strategies, including by preparing and drafting letters, outreach, education and promotional materials.
  • Support Strategic Planning, Monitoring & Evaluation: Support strategic short, medium, and long-term strategic planning efforts by providing input and taking the lead on portions of strategic planning processes. Primary responsibility for managing monitoring and evaluation efforts on the NGOWG’s work. Take the lead on any quantitative and qualitative data necessary for all monitoring and evaluation efforts.
  • Support Coordination: Maintain regular and timely communication with member organizations to plan, organize, and implement collective activities of the NGOWG, including by providing substantive updates and soliciting input on projects.
  • Fellowship Program / Temporary research staff: Supervise and manage recruitment, hiring, training and mentoring and feedback process as relevant for fellows, analysts or other temporary research staff or consultants.
  • Finances and Fundraising: Contribute to the fundraising efforts of the NGOWG by developing and submitting reports in a timely manner, including monitoring and evaluation efforts related to reporting requirements, in consultation with the ED.
  • Travels infrequently for local, national, international meetings and conferences.

OTHER DUTIES AND RESPONSIBILITIES

  • Perform other duties as needed.

EDUCATION AND EXPERIENCE

  • Master’s degree in a relevant area of peace and security, international relations, women’s or gender studies, human rights, development studies, conflict or post-conflict studies, or a closely related discipline and/or equivalent job related experience.
  • At least 5 years of prior experience with policy, research, advocacy on WPS or related issues required. Knowledge of specific geographic regions or specific areas of women’s rights is highly desirable.
  • Excellent understanding of the UN system, especially the UN Security Council, and peace operations required.
  • Excellent research, writing, and analytical skills with the ability to research a wide‐range of topics using multiple sources. Ability to quickly synthesize policy documents, identifying relevant key points, facts, and statistics that help explain complicated policy topics. Quantitative and qualitative analysis skills required.
  • Proficiency in Excel required.

  • Strong communication skills (written and verbal), strong interpersonal skills and ability to work quickly and efficiently;
  • Strong organizational and project management skills.
  • Expertise in managing grant reports, interacting with funders, and undertaking other grant management tasks.
  • High proficiency in Microsoft Office(Word, Excel, Powerpoint), Adobe systems, G Suite, Website/Content Management System (CMS); Network and computer troubleshooting skills a plus.
  • Ability to pay close attention to detail.
  • Demonstrated success in roles requiring execution of multiple tasks while responding to multiple priorities.
  • Fluency in written and spoken English; additional knowledge of French or Arabic is desirable.

ORGANIZATIONAL RELATIONSHIPS

The incumbent will interact on a frequent basis with NGOWG Members, the UN system, UN Member States, and a range of civil society organizations.

PHYSICAL DEMANDS

This position requires at least eight hours or more per day either sitting at a desk (responding to emails, developing materials, and attending in-person or virtual meetings). The position also requires travel via public transportation, car or plane when attending meetings outside the office and the ability to lift up to 50 lbs.

WORK ENVIRONMENT

The position will be located in a small office in New York City. The incumbent will work from a shared office. This will be a quiet environment with infrequent interruptions. There is an elevator in this multi-story building. While on domestic and international travel the incumbent will work most frequently from hotels, conference facilities and member offices.

SALARY RANGE

The Program and Research Manager is an exempt position. Exempt employees are expected to work the appropriate and necessary time in order to complete key assignments and related tasks on schedule. The Program and Research Manager will receive access to a competitive benefits package, including medical, dental and vision and paid time off. There is also a generous match to the 403(b) plan. The salary range for the position is $70,000 – $77,000 depending on experience.
