Position Title: Product Optimization and Sourcing Manager

Reports to: Associate Director of Pharmacy and Sourcing

Location: Boston, MA or Remote within the U.S.

Employment Type: Full time

Position Overview

The Product Optimization and Sourcing Manager will lead the optimization of PIHs medical material catalog and formulary, and play an active role in sourcing a broad range of medical commodities including pharmaceuticals, medical supplies, laboratory and diagnostics supplies, and medical equipment with the goal of increasing efficiencies and cost savings for the organization, without compromising quality.

The Manager will work closely with members of PIH’s programs and clinical teams to understand requirements for new items and procurement activities and will collaborate with PIH’s finance, contracts, and development teams to improve policies, steward relationships with key vendors and partners. As a member of the International Operations department, the Manager will provide support to other functional areas of the team as needed, including facilities, planning and logistics. The Manager must be comfortable representing the team both internally and externally to donors, vendors, and other partners with importance to the organization, and will support and contribute to broader organizational projects, including proposal development, grant reporting, budget creation, and systems design.

Specific Responsibilities:

Product optimization (40%)

  • Lead the development and maintenance of a PIH medical material catalog documenting the technical specifications, international standards and internal requirements for vital medical material supplies.
  • Design and implement projects to optimize the PIH formulary, including the operational integration of new items, definition of substitutions, and cataloging product associations (i.e., linking medical equipment with required consumables and spare parts); improve the accessibility and utility of item information for end users.
  • Actively participate in the annual global bid process, acting as the subject matter expert for medical materials procured by PIH and liaise with clinical programs to provide input for individual item selection.
  • Work with clinical, pharmacy, and supply chain staff across the organization to operationalize the PIH formulary, including for budgeting, program planning, and stock list development and use.
  • Flexibly respond to requests for support from sites and other departments.

Sourcing (40%)

• Undertake data analysis to identify opportunities to increase cost savings, reduce lead times and improve the quality of medical materials offered by PIH.

• Take a proactive and solutions-oriented approach to implement sourcing strategies that improve efficiency and reduce organizational risk: i.e., vendor contract negotiation, vendor performance monitoring, procurement policy review, partnership development.

• Design and implement a system to solicit end user feedback on the quality of medical materials procured by PIH, ensuring feedback integration into future sourcing and procurement decisions.

• Ensure staff maintain high level of responsiveness to order requests; support staff in making sourcing decisions for orders.

• As needed, submit Requests for Quotations, Request for Information, and Request for Proposals, ensuring that PIH product/service requirements are properly communicated to vendors.

Team Management & Mentorship (20%)

• Support and train team members to ensure compliance with internal and external policies and procedures.

• Identify and implement opportunities for professional development and capacity building for supply chain and pharmacy staff across the PIH network.

• Support staff in setting and achieving personal and professional goals.

Qualifications

Required:

  • 6-8 years relevant experience in supply chain, health care sales, operations, or global health, with at least two years of experience in the essential medicines or medical goods sector or four years of relevant work experience alongside a degree in a related field. Relevant fields include Global Health, Humanitarian Logistics, Supply Chain, International Development, Healthcare Administration, Pharmacy, Nursing or similar.
  • Knowledge and experience in product selection and/or formulary management services
  • Knowledge and experience in product selection and/or formulary management strategies
  • Strong communication skills; ability to represent PIH’s mission and programs externally
  • High attention to detail and proficiency with Excel-based data analysis
  • Ability to implement process improvements and positively influence team members towards meeting organizational goals
  • Ability to work well with a diverse team, honoring the concerns and priorities of field-based staff
  • Interest in social justice and/or issues of access to medicines

Preferred:

• Experience working/living in a developing country

• A deep technical knowledge across a clinical specialty (e.g., surgical commodities)

• Experience with procurement, preferably in global health

• Proficiency in French or Haitian Creole
