The Role
Procurement Manager is responsible for managing the entire procurement cycle in accordance with the company’s policies, prime contracts, plans, and budgets. He/she must manage the procurement process effectively based on budgetary guidelines and established project milestones. Assist investors/decision makers with all procurement decisions by acting as their subject matter expert for all procurement and related decisions.

Key Accountable And Responsibilities
- Oversee the project procurement, in coordination with relevant stakeholders, ensuring price, quality, and delivery specifications are met.
- Implement the procurement processes in accordance with the approved policies, management systems, and contractual requirements
- Develop executable project plans in collaboration with project stakeholders and in adherence to the
contractual requirements and management directives.
- Establish KPIs (Key Performance Indicators) to monitor and control the overall procurement performance.
- Direct the execution of procurement plans and contractual requirements for projects; plan, organize, and supervise procurement tasks.
- Managing the procurement process at the project site, including site procurement, procurement receiving and storage, and materials management.
- Participate in supplier qualification and other informational requests to identify and develop competent suppliers. Provide supplier recommendations for inclusion on approved bidders lists.
- Manage negotiation of vendor contracts to ensure cost-effective and time-bound means of completing project milestones.
- Manage contracts and procurements with external vendors, monitoring compliance with terms, timelines, and budgets in accordance with SLAs.
- Ensure compliance with the country’s labor, legislative, fiscal, and health and safety policies.
- Liaise with relevant stakeholders including suppliers and contractors to fulfill procurement demands and requirements in accordance with quality and cost parameters established with the Chief Engineer and Management.
Qualifications & Desired Skills
- Bachelor’s Degree or equivalent in a relevant discipline: Supply Chain Management, Logistics or Project Management
- Minimum 3 to 5 years of relevant experience in Procurement and Material Management, preference for candidates with management experience.
- Must be a native Arabic Speaker.
- Knowledge of procurement software, such as ERP for managing the end-to-end procurement process.
- Hands-on experience in managing contracts, invoicing, and supplier negotiations.
Key Skills And Competencies
- Knowledge of procurement management in engineering/ construction domain.
- Must possess excellent organizational and time management skills.
- Work with a diverse group of stakeholders, including the engineering team, design team, contractors,
- consultants, and suppliers to achieve project milestones.
- Ability to effectively control costs and deliver milestones within budget is a must to successfully complete the project.
- Great negotiations skills in effectively negotiating favorable terms and prices from the potential suppliers.
- Great inter-personal and persuasive communication skills.
- Proficient in MS Excel, MS Project and other reporting and project management tools.
