CONTEXT

The role of the Pool Manager (PM) at MSF Belgium (Operational Center Brussels – OCB) contributes in the achievement of project/mission objectives, by ensuring an as best calibrated and adequate HR staffing towards the field HR demand. In doing so, the function, further contributes to the development of the human capital of the International Mobile Staff (IMS) HR pools. The PM strategically analyses the possible available offer and the characteristics of the pool and compares it regularly towards known, as well as unknown/emerging, field HR needs.

As PM MedCo Duo, youwill work together as a Duo with the PM for the PMR profiles (Project Medical Referent) in order to reinforce the organisational capacity to identify, validate and deploy the relevant PMR and MedCo profiles to the OCB operations. You will further maintain an additional responsibility as Development Advisor (DA), for a certain group of employees (MSF Be MedCo pool).

Working together with referents from the medical department, you will deploy personnel to field operations maintaining a close follow up to the institutional HR needs of the organization. You represent the HR department in the Medical department and upholds the application of its core values (integrity- transparency-accountability- empowerment-trust).

Part of the Operational HR Hub, the PM MedCo Duo is tasked to implement the field HR OPS Action Plan and is managed by the Field HR resource manager and functionally reports to the Medical department.

RESPONSIBILITIES

As PM Medco Duo, your responsibilities will be the following:

Matching

  • Collect the operational needs through open vacancies in short term and the matrix for longer term, assess the match with the existing pool and works out short and longer term solutions in terms of quantity and competencies in collaboration with the department concerned to answer at best to the operational demand.
  • Develop a good understanding of the requested profile by integrating information from the job profile, the vacancy summary, the context and any specific requirements.
  • Collect information (recruitment report if FM, evaluations, feedback from DA) on a potential candidate in order to be able to propose him/her for deployment following the matching process.
  • Make the most efficient matching by selecting the most appropriate profile(s) for the specific vacancy from the available candidates, as described in the “matching process”.
  • Consider the global workforce, i.e. International Mobile Staff (IMS), Locally Hired Staff (LHS), Headquarters staff (HQ staff), to answer the operational needs
  • When a vacancy can’t be filled by pool members, look for alternative solutions, for example launching a recruitment on post, re-discuss the set up in the field, consider LHS detachment, etc.
  • Communicate regularly with cells and Regional Support Teams (RST) to be kept updated about Medical Coordination (i.e. deployment, talent identification, emerging HR needs, others)
  • Brief and debrief pool members according to the process.
  • Work in close collaboration with Partner Sections (OCB and non-OCB) to ensure the answer to the operational demand.
  • Ensure optimal information exchange with the different DAs so that s/he can do efficient and professional mission proposals.
  • In collaboration with the concerned DA, discuss potential identification and works towards retention through career plans that are balancing operations needs and the wishes of the staff member.
  • Upon request, identify staff from the pool for fixed term assignments in the HQ, facilitates staff mobility towards HQ posts and informs staff and/or DAs of possible HQ positions.
  • Lead the validation discussion of profiles into the pool in collaboration with the med dpt

Management of the pool

  • Carry out a statistical analysis of his/her pool to understand weak and strong points of the pool and drive the pool development to ensure that it matches operational requirements in both short and longer term.
  • Organise the diffusion of key messages derived from the pool analysis to /Med-hr dpts stakeholders, to facilitate their engagement and contribution in answering to the institutional HR needs
  • Participate to the definition of the first mission target for recruitment and accordingly manages the definition and development of his/her pool.
  • Ensure the diffusion of the demand defined towards the different actors concerned (Recruitment & Development Advisors of Partner Sections, Learning and Development Unit) and collaborates with them in order to define adapted solutions.

Development Advice

  • Facilitate individual’s development within the organisation
  • Ensure comprehensive preparation before departures
  • Ensure comprehensive post assignment debriefings
  • Be the focal person for staff members for issues linked to their career and growth within the organisation
  • Identify talents/high performers and engages their longer-term commitment with the organisation
  • Participate with the PMs in the analysis of various characteristics of the pool
  • Proactively reach out to pool members to discuss future deployment opportunities
  • Maintain regular contacts with PMs to discuss development plans for pool members

Other Tasks

  • Manage deployment of staff under special contracts (ie Vocationer, MALTA)
  • Follow up the utilisation of the budget allocated to her/him for dev post creation
  • Facilitate the detachment of LHS for developmental/operational purposes
  • Is actively involved in recruitment on post
  • Participate in the Training selection committee for setting priorities for member of the pool
  • Participate to Project Intention, MY/ARO, QMM and other platforms to keep an inside knowledge of the operations and its strategic orientations.
  • Take part in the HR and related department platforms meetings and contributes to discussions on its objectives and strategies.
  • Participate in the /med department strategic meeting to understand its priorities and ambitions.
  • Ensure systematic references taking with other OCs and/or other organisations.
  • Update the HR database according to the different responsibilities/steps of the work.
  • Take part in the meetings organised with HROs but also proactively seeks information from HROs and HRCo.
  • Upon request, facilitates the sensitisation activities related to his/her pool in collaboration with the recruitment unit.
  • Carry out field visits when needed and after validation of the Field HR resource manager, to keep abreast of the situation in the field and to assess how the member of his/her pool are settling into their positions

REQUIREMENTS

Education & Experience

  • Higher education degree in Social Disciplines (HR, Business, Management, others)
  • Minimum 2 years of experience as International Mobile Staff with MSF
  • Experience in coordination position required
  • Experience in Medical Coordination is a strong asset

Competencies

  • Computer literate and comfortable with office applications (Word/Excel/Poperpoint, etc)

  • Very good aptitude for listening and dialogue

Languages

  • Fluent in English
  • Very good command of minimum one of the following languages required: Arabic, French, Portuguese and/or Spanish

CONDITIONS

  • Expected starting date: As soon as possible
  • Location*: Brussels (Belgium)
  • Type of contract: Fixed term contract – Full time
  • Length of contract: 12 months
