MSF Operational Centre Brussels (OCB) is looking for a:

Pool Manager HoM/ MedCo (m/f/x)

As part of the Human Resources (HR) Department, this function aims at ensuring the right and timely match between the operational demand for Medical Coordinators (Medco) and Head of Missions (HoM), open vacancies, and the HR offer both in terms of quantity and quality.

S/he strategically analyses the pool and, together with representatives from the Operations and Medical departments and takes measures to facilitate an adequacy of the available offer towards planned and non-planned field HR needs

Part of the Operational HR Hub, the OCB Pool Manager is managed by the Resource Manager and functionally reports to the operations and medical departments.

MAIN ACTIVITIES

There are 2 main poles of activities to answer to operational needs on short and longer term:

  1. Matching side:

In close collaboration with the cell members concerned,

· Initiates and facilitates the matching process of MedCo and HoM profiles for OCB missions long-term needs

· Actively looks for solutions for short duration mission due to emergencies, interims and/or early returns (resulting in a gap).

  1. Building and maintaining the pools:

· Maintains an overview of the 2 pools, works towards identification, development and retention of these key profiles with the DA concerned; develops succession plans with all PM and DA susceptible to grow potential Medco & HOM.

Main responsibilities:

A. Matching process for medco & HOM:

· Follows up the matching process and engages the relevant actors in its implementation

· Develops and implements succession plans for each position, looking at the different options to avoid gap in these key posts.

B. Pool manager and Focal point in OCB for medco and HOM matching:

· Validates the entry to the pool of new members with the relevant actors

· Is the point of contact for expatriates coming from a non OCB Partner Sections (PS) or from other OCs ; for expats from OCB PS, the point of contact will be their Development Advisor (DA), but the PM HoM/Medco acts as central entry point for them as well.

· Provides an individualized support to the pool members, listening to their needs and recognizing their value to the organization.

· Briefs and debriefs all pool members to keep an overview of people and positions.

· Actively contributes to develop the missing competencies of the pool members in collaboration with their respective DA

· Engages in a continuous collaboration and information exchanges with the referents in the operations and medical departments, on the pool situation.

· Performs a pool analysis and diffuses its outcomes to the relevant actors

C. Potential identification:

· Takes a leading role in the organization of platforms to identify talents that could have an interest to join her/his pools, by engaging PMs and DAs.

· Follows up the performance evolution of the identified talents and proactively reach out to them through their DAs

D. Other tasks as Pool Manager:

· Due to the strategic importance of these 2 profiles, maintains a reflective and creative attitude, analyze the existing challenges and propose adapted solutions to improve the general functioning and success of these key pools on the field.

· Participates in the mentor selection for these pools.

· Acts as representative of the HR dpt. and guarantees of the HR principles.

· Ensures systematic references taking with other OC for shortlisted candidates not within OCB pools (for external candidates, this is done by the HR recruiter).

· Is the reference person for these pools when it comes to reviewing training or participating in new initiatives related to HoM and Medco roles.

· Identifies upon request members from the pool for fixed-term missions in the HQ and informs interested candidates of possible HQ posts.

· Updates the HR database according to the different responsibilities/steps of the work.

· Participates at both CoPro / ARO processes to keep abreast of the current and upcoming field operations.

· Field visits: carries out field visits when needed and after validation of the Resource Manager so to keep well-informed of the situation in the field or any specific objective discussed at the time. Available for short gap filling according to his/her profile.

· Platforms and meetings: takes part in the HR and related department platforms and meetings and contributes to discussions on its objectives and strategies.

REQUIREMENTS

Education

· University degree in Social Sciences, Business or equivalent field

Experience

· Minimum 3-years MSF field experience

· Experience in coordination position within MSF is a strong asset

Competencies

· Strategic thinking

· Strong interpersonal and intercultural communication skills.

· Organizational skills

· Team player and cross functional attitude.

· Very good aptitude for listening and dialogue

Languages

· Fluent in both French and in English

CONDITIONS

· Expected starting date: 14/03/2022

· Contract type: CDI, full time (100%)

· Location: based in Brussels, Belgium

· Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
