Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the direct supervision of the Chief Human Resources Operations and Administrative Services (MHRO), the Payroll Manager will be responsible for planning, organizing, controlling, and managing the Global Payroll Unit. The Global Payroll Unit is responsible for calculating and recording all payroll entitlements payable to and on behalf of all eligible staff members employed by International Organization for Migration (IOM).

Core Functions / Responsibilities:

  1. Supervise and manage the payroll processes for all staff members at IOM.
  2. Oversee the closure and reconciliation of the benefits and entitlements through the PayrollModules in the Enterprise Resource Planning (ERP), on a monthly, annual, and biennial basis. This includes the preparation of the payroll costing journals, posting to accounting, and review of the payroll clearing accounts.
  3. Supervise the analysis of payroll accounts with a view to proposing solutions; review regular payroll reports; provide material for the organization’s payroll reports; prepare and approve payroll and analytical reports and draft correspondence.
  4. Provide authoritative advice and guidance in regard to the organization’s financial practices relating to the payroll and provide authoritative interpretation to resolve difficult and unusual cases.
  5. Manage the operation of the global payroll services and prepare managerial reports thereon; approve work prepared by other staff; resolve complex matters; draft circulars, manuals, and training materials as necessary.
  6. Recommend to Senior Management on questions of global payroll policy to facilitate decision-making, including those which may be the subject of interagency consultations.
  7. Monitor the implementation of procedures to have internal control mechanism in consultation with Department of Financial and Administrative Management; develop and implement improved automated systems and procedures related to global payroll.
  8. Prepare replies to internal and external audit observations relating to the global payroll.
  9. Develop, improve and implement automated payroll systems and procedures with regional or organization-wide impact.
  10. Lead, manage and motivate the Payroll Team to ensure that quality service/work is provided to clients in a timely manner. Upscale the Payroll Unit and address staffing requirements in line with the progressive expansion of the Global Payroll Project.
  11. Ensure the Payroll Unit and its staff maintain data confidentiality at all times in line with data protection guidelines.
  12. Participate in development and implementation of ERP and contribute to InternalGovernance Framework (IGF) in relation to global payroll.
  13. Analyze and comment on internal and external audit reports, and implement recommendations, as required.
  14. Plan and coordinate complex projects or programmes related to global payroll.
  15. Provide input to draft policies and procedures, reports, and other communications.
  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, Finance, Human Resources, Accounting, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.
  • Professional certification such as Certified Public Accountant (CPA), Chartered Accountant(CA) or equivalent is desirable.

Experience

  • Minimum of seven years of experience in payroll management in an international organization;
  • Experience in providing business requirements for ERP configuration and/or enhancements;• Proven experience in providing exceptional customer service and a proven ability to interact effectively with all levels of team members and management with high ethical standards is required.

Skills

  • Knowledge of interrelationships and interactions within the payroll structure, to understand the application of global payroll principles and procedures and the whole structure of payroll accounts, to ensure that the organization’s payroll conforms to internal and international norms; • Familiarity with common office computer applications; understanding of computerized payroll modules; conceptualizing enhancements to and renewal of such systems;
  • Demonstrated understanding of complex payroll concepts and practices with ability to compute frequent and complex calculations accurately is required; • Knowledge of entitlements and benefits linked to payroll.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.

Internationally recruited professional staff are required to be mobile.
