Senior HR Officer (HR Supervisor) For Philippines Nationals Only

  • Acts as a focal point for general HR-management issues
  • Oversees recruitment in the delegation, providing support to the HR Officers in Manila and the sub-delegations when needed, and coordinates with hiring managers for recruitment planning
  • Reviews and validates payroll for local staff in the delegation; oversees and monitors benefits management in the delegation and provides support to HR Officers in the field in this aspect
  • Supports the HR Manager in HR administration, compensation and benefits, policy implementation, administrative support to employees on a mobile contract, etc., and supports the delegation on behalf of the HR Manager in case of absence
  • Keeps the HR Manager updated on the files and activities of HR Officers in Manila and in the field
  • Manages employee and labor relations for the delegation in coordination with the relevant parties (staff representation, HR Officers in the sub-delegations, external legal advisor)
  • Ensures timely and accurate monitoring/tracking of HR files
  • Supervises and coaches the HR team in Manila and the HR Officers in the sub-delegations
  • Supports the HR projects and initiatives in the delegation

REQUIRED PROFILE

  • At least 7 years’ supervisory-level experience in Human Resources, most preferably in humanitarian organizations
  • University degree in human resources, psychology; or any related field with a professional diploma in human resources
  • With proven and solid experience as HR generalist
  • Capable of staff administration for a medium-sized delegation (200+ employees)
  • Excellent time management and organizational skills
  • Strong leadership and people management skills
  • Strong analytical thinking skills
  • Familiarity with the Red Cross and Red Crescent Movement is an asset
  • Excellent knowledge of MS Office applications, payroll software, and HRIS systems
  • Good command of written and spoken English; knowledge of local dialects in Mindanao is an asset
  • Willing to travel within the Sub-delegations in Mindanao
