It focuses on developing the economic sector by providing business management training courses and counseling services to entrepreneurs and potential investors to enable them to efficiently contribute to the local economy. SEDO is considered among the most effective and qualified organizations in Iraq. It has conducted economic studies on the business environment in Iraq, identifying business opportunities and market niches for potential investors in Iraq. SEDO started humanitarian intervention in Iraq to respond to the urgent need for our beneficiaries, its work in WASH, Livelihood, protection, Food security, and Education sectors.

The Operation Coordinator will oversee all SEDO activities, staff, and assets, making sure that all departments follow SEDO procedures and have unified and coherent management. Will update and follow up on all SEDO procedures with the support of the Operation Director and Executive Director.

 Job Description:

Objective 1: Programme Management (30%)

  • Ensure effective operational management of the programme area through oversight of and adherence to Programme tools, logistics, communications, transport, human resources, and finance policies and procedures.
  • Work closely with the technical coordinators to facilitate the correct implementation and identification of projects
  • Contribute to the development of the area programme through participation in and facilitation of assessments, visits, and evaluations
  • Ensure that a high standard is maintained in all proposals, reports and other material submitted to donors.
  • Ensure that the programme area is managed and programmes are implemented in accordance with all relevant SEDO policies and strategies.
  • Maintain accurate documentation of ongoing project implementation, summarised in weekly/monthly minutes and in reports submitted to donors as required.
  • To oversee the implementation and monitoring of programmes to ensure timely and effective implementation and financial management.
  • Agree to goals and objectives with key staff and assess monthly progress against outputs.

 

Objective 2: Human Resources Management & Capacity Building (20%)

  • Application and respect of SEDO procedures, internal regulations, deontology and principles.
  • Update and review base structure/Organizational Chart according to programme needs, with input from the relevant coordinators and departments.
  • Directly line-manage Project/ Programme Managers, Base Admin and Base Log and evaluate them according to SEDO standard tools and procedures.
  • To be responsible for the capacity building of office staff.
  • To identify needs and organize appropriate training through the Mission Training Plan tool.
  • To initiate and implement internal training where required

 

Objective 3: Ensure effective intra-base coordination (20%)

  • To monitor the financial and administrative management of the base including the preparation and monitoring of budgets, financial requests, accountancy, payments, tenders, procedures, movements etc.
  • Coordinate all staff, and hold weekly meetings and activity planning sessions.
  • Ensure coordination between the different departments and good understanding and cooperation between technical and support teams.
  • Support the identification and implementation of programme strategy.
  • Ensure programmes are designed and implemented in consultation with local authorities, partners and all other stakeholders.
  • Follow up all technical and support departments’ work.
  • Support the Operation Director in the development of strategic partnerships and assessment of existing partner capacity.
  • Reporting to Executive Director.
  • Drafting proposals in cooperation with relevant technical staff and base administrator and submitting to Executive Director.
  • Assess the relevance and feasibility of other interventions in the area in accordance with mission strategy, and in discussions with other relevant actors.
  • Assist external evaluators in assessing the programmes.
  • Ensure that outcomes are shared with donors and with other local stakeholders.

 

Objective 4: Logistics and Administration (30%)

  • To monitor the financial, administrative and logistical management of the base (including the preparation and monitoring of budgets, accountancy, payments, tenders, fulfilment of procedures, movements etc.).
  • Follow up and support the implementation of logistics procedures, policies and practices as defined in the Logistics Kit.
  • To supervise, support and follow up the compilation and timely submission of the monthly logistics and administrative reports and accountancy to the coordination office
  • To follow up closely on the relevance of any expenses and proposed cost reduction measures, together with the relevant coordinators.
  • To be responsible for the financial authorization of expenses in the base in compliance with the monthly treasury forecast.
  • To participate in the financial management of the base in collaboration with the base administrator: budget drafts and updates, budget follow up and projection, financial transparency, follow up co-funding and partner contributions according to mission tools.
  • To ensure that all administrative and financial procedures in the base follow SEDO standards and manuals and mission level memoranda.
  • To communicate regularly with the HR/Admin staff on all important issues regarding finance and administrative matters.

 

 

Required Qualification

  • At least 3 years of relevant professional experience working with NGOs preferably in livelihood, WASH, and protection.
  • Strong written communication skills, and experience writing reports or other narrative documents.
  • Competence in basic Microsoft Office software (e.g. Word, Excel, Outlook etc)
  • Negotiation: Project managers will negotiate with clients on an appropriate schedule and scope of work. They will bargain for certain resources and manpower. Knowing how to negotiate to get what they need to succeed and keep everyone involved satisfied is a skill developed and improved through experience.
  • Problem Solving: Issues that need attention regularly come up for project managers, and it’s their duty to predict potential problems in advance and brainstorm solutions in case these issues arise.
  • Relevant university or diploma degree or similar education preferred.
  • For the language; Arabic and English (Fluent)
